Diseño de un sistema de diagnosis de la movilidad en planes de movilidad urbana sostenible

Abstract

El acuerdo del protocolo de Kyoto, fijó un exceso de emisiones para España del 15% sobre las emisiones de 1990 frente a la reducción del 8% en la unión europea. Actualmente, España se encuentra en un 52% sobre el año base siendo el sector del transporte una de las principales fuentes (15%). Así mismo el transporte por carretera supone el 80% de las emisiones repartiéndose equitativamente entre urbano e interurbano. Los Planes de Movilidad Urbana Sostenible surgen como medida de choque, con el objetivo de aumentar la eficiencia energética, calidad ambiental y reducción de las externalidades en el sector transporte. El presente trabajo describe el diseño y desarrollo de un sistema para la diagnosis en planes de movilidad urbana sostenible. El sistema está basado en herramientas de libre difusión, que emplea como soporte en los trabajos de campos y diagnosis librerías de sistemas de información geográfica (OpenLayer), integradas en un entorno de programación JAVA y conectadas a un gestor base de datos MYSQL en un entorno web. Así mismo, se integra un sistema de ayuda a la toma de decisiones en base a indicadores socio-económicos, movilidad, energéticos y medioambientales que sirven de referencia en la evaluación de los municipios.

The Kyoto Protocol agreement, set, to Spain a 15% emissions increment from 1990 emissions, on the other hand, the fixed the reduction of 8% in the European Union. Today, Spain is at 52% over the base year, the transport is one of a major source (15%). Likewise, the road transport accounts for 80% of emissions divided equally between urban and interurban. The Sustainable Urban Mobility Plans arise as a shock measure, with the aim of increasing energy efficiency, environmental quality and externalities reduction from the road transport. This paper describes the design and development a system that management sustainable mobility plans. The system is based on free tools, as geographic information system libraries (OpenLayer), Java programming environment and MySQL database manager in an open distributed system, which are used to support data collection and mobility analysis. Also, a decision support system based on socio-economic indicators, mobility, energy and environmental indicators has been integrated to aid in the evaluation and strategies selections
