The aim of this research is to determine how the themes and sub-factors determined among the problems encountered in the strategic management of educational institutions are affected by each other, how they affect each other and order of them according to their importance. For this purpose, the studies in the literature were used in the determination of the problems encountered in the strategic management of educational institutions, and the DEMATEL method, which is a multi-criteria decision-making method, was used in the determination of the relations between the problems.In this study, purposive sampling method was used while determining the sample to collect data. The study group of the research consists of 15 administrators and teachers who have received training on strategic management within the scope of the course in graduate and / or doctoral education, have research on strategic management of educational institutions or work as administrators in educational institutions.In this research, document analysis technique was used while creating the data collection tool. While examining the document, studies with data on the problems encountered in strategic planning and strategic management processes of educational institutions were considered. Sub-categories and themes were created by bringing together the problems reached. An \"Interview Form for Evaluating the Problems Encountered in the Strategic Management of Educational Institutions\" consisting of tables with square matrices with zero diagonal elements was used to determine the relationships between themes and sub-factors. This form includes a 5x5 theme pairwise comparison matrix and a 31x31 sub-factor pairwise comparison matrix. Participants were asked to score these matrices according to the given DEMATEL pairwise comparison scale, and the collected data were analyzed with the DEMATEL method.According to the results of the research, the theme of \"problems related to strategy implementation\" is the theme with the highest degree of importance and level of being affected. The theme with the highest level of influence is \"problems related to strategic consciousness\". It has been determined that the sub-factor with the highest degree of importance among the sub-factors created from the problems encountered in the strategic management of educational institutions is \"employees do not care about the strategic management process\". “Lack of necessary knowledge” is the problem with the highest level of influence. The problem of \"not following the changes coming from the external environment\" is the problem most affected by other problems. It has been determined that all problems are affected by the problem of “lack of financial resources.” According to the compatibility between the themes and sub-factors, the \"lack of necessary knowledge\" sub-factor, which has the highest impact level, is located under the \"problems related to strategic consciousness\" theme, which has also the highest impact level. Failure to follow the changes in the external environment, which has the highest level of influence, is under the theme of problems related to strategic analysis. In this case, the answers given by the participants to the matrices are not compatible for the situations of being affected, however, they are compatible for the situations of influencing.

Bu araştırmanın amacı, eğitim kurumlarının stratejik yönetiminde karşılaşılan sorunlar arasından belirlenen tema ve alt faktörlerin birbirlerinden nasıl etkilendiği, birbirlerini nasıl etkilediği ve önem derecelerine göre sıralamalarını tespit etmektedir. Bu amaçla eğitim kurumlarının stratejik yönetiminde karşılaşılan sorunların belirlenmesi aşamasında literatürdeki çalışmalardan yararlanılmış, sorunlar arasındaki ilişkilerin tespitinde ise çok kriterli karar verme yöntemi olan DEMATEL yönteminden faydalanılmıştır. Bu araştırmada veri toplanacak örneklem belirlenirken amaçlı örnekleme yöntemi kullanılmıştır. Araştırmanın çalışma grubu yüksek lisans ve/veya doktora eğitimlerinde ders kapsamında stratejik yönetim üzerine eğitim almış, eğitim kurumlarının stratejik yönetimi konusunda araştırması bulunan veya eğitim kurumlarında yönetici olarak çalışan 15 yönetici ve öğretmenden oluşmaktadır.Bu araştırmada veri toplama aracı oluşturulurken doküman inceleme tekniğinden yararlanılmıştır. Doküman incelenirken eğitim kurumlarının stratejik planlama ve stratejik yönetim süreçlerinde karşılaşılan sorunlar hakkında veri bulunan araştırmalar dikkate alınmıştır. Ulaşılan sorunlar bir araya getirilerek alt kategoriler ve temalar oluşturulmuştur. Temalar ve alt faktörler arasındaki ilişkileri belirlemek için köşegen elemanları sıfır olan kare matrislerin bulunduğu tablolardan oluşan bir ‘’Eğitim Kurumlarının Stratejik Yönetiminde Karşılaşılan Sorunları Değerlendirme Formu’’ kullanılmıştır. Bu formda 5x5’lik tema ikili karşılaştırma matrisi ve 31x31’lik alt faktör ikili karşılaştırma matrisi bulunmaktadır. Katılımcılardan bu matrisleri verilen DEMATEL ikili karşılaştırma ölçeğine göre puanlamaları istenmiş ve toplanan veriler DEMATEL yöntemliyle analiz edilmiştir.Araştırmanın sonuçlarına göre ‘’strateji uygulamaya ilişkin sorunlar’’ teması hem önem derecesi hem de etkilenme düzeyi en yüksek olan temadır. Etkileme düzeyi en yüksek olan tema ise ‘’stratejik bilince ilişkin sorunlar’’ temasıdır. Eğitim kurumlarının stratejik yönetiminde karşılan sorunlardan oluşturulan alt faktörler arasında önem derecesi en yüksek alt faktörün ‘’çalışanların stratejik yönetim sürecini önemsememesi’’ alt faktörü olduğu tespit edilmiştir. ‘’Gerekli bilgi birikimin olmaması’’ sorunu etkileme düzeyi en yüksek sorundur. ‘’Dış çevreden gelen değişikliklerin takip edilmemesi’’ sorunu ise diğer sorunlardan en çok etkilenen sorundur. Tüm sorunların maddi kaynak yetersizliği sorunundan etkilendiği tespit edilmiştir. Tema ve alt faktörler arası uyuma göre ise etkileme düzeyi en yüksek olan gerekli bilgi birikiminin olmaması alt faktörü yine etkileme düzeyi en yüksek olan stratejik bilince ilişkin sorunlar temasının altında yer almaktadır. Etkilenme düzeyi en yüksek olan dış çevrede meydana gelen değişikliklerin takip edilmemesi ise stratejik analize ilişkin sorunlar temasının altında yer almaktadır. Bu durumda katılımcıların matrislere verdiği cevaplar etkilenme durumları için uyum sağlamazken etkileme durumları için uyum sağlamıştır.
