Abstract

Globalization, which gained momentum with digitalization, has shown its effect in public diplomacy as well as in all areas. The disappearance of borders between countries with globalization has accelerated the interaction of societies with each other. With the invention of the Internet, this interaction has increased and accelerated the exchange of information and communication between societies. The internet, which is increasingly important for societies, has also become an indispensable phenomenon for states. States engage in various activities for many reasons such as gaining international reputation, gaining support and promoting their countries. Public diplomacy is at the forefront of these activities, and today, digital public diplomacy activities, which are increasing in efficiency as of the 21st century, draw attention. Digital natives, who are the first generation of the 21st century and born in technology, constitute the most important target group of digital public diplomacy activities in the long run. Digital natives are expressed as a generation that is intimately involved with the internet and social media and does almost all of their work over the internet. In this sense, it has become a great necessity for states to implement digital public diplomacy activities for digital natives, who have become their long-term target audience. Based on this requirement in the study, \"What is the perception of digital public diplomacy practices on digital natives?\" The answer to the question has been sought. The research was carried out as a two-stage pilot study, which was first a preliminary study, and then as a main study. Quantitative research method and questionnaire (questioning technique) technique were used in the research. As a result of the main study analysis, “Digital Natives Assessment Assessment Tool” and “Digital Public Diplomacy Practices Assessment Tool” were developed. The Digital Public Diplomacy Practices Assessment Tool consists of 5 likert type dimensions and 20 items. The Digital Natives Assessment Assessment Tool, on the other hand, is a 5-point Likert type and consists of 12 items. As a result of the research, it was concluded that digital public diplomacy activities create significant differences in the perceptions of digital natives. As a result, it was concluded that digital public diplomacy practices affect and direct the perception of digital natives.

Dijitalleşme ile ivme kazanan küreselleşme tüm alanlarda olduğu gibi kamu diplomasisinde de etkisini göstermiştir. Küreselleşme ile birlikte ülkeler arasında sınırların ortadan kalkması, toplumların birbirleriyle etkileşimini hızlandırmıştır. İnternetin icadı ile birlikte bu etkileşim daha da artmış, toplumlar arasında bilgi alışverişini ve iletişimi hızlandırmıştır. Toplumlar için önemi gittikçe artan internet, devletler için de vazgeçilmez bir olgu haline gelmiştir. Devletler, uluslararası alanda itibar elde etme, destek kazanma ve ülkelerinin tanıtımını yapmak gibi pek çok nedenle çeşitli faaliyetlerde bulunmaktadır. Bu faaliyetlerin başında kamu diplomasisi gelmekte günümüzde ise 21. yüzyıl itibariyle etkinliği giderek artan dijital kamu diplomasisi faaliyetleri dikkat çekmektedir. 21. yüzyılın ilk kuşağı olan ve teknoloji içerisinde doğan dijital yerliler ise uzun vadede dijital kamu diplomasisi faaliyetlerinin en önemli hedef kitlesini oluşturmaktadır. Dijital yerliler internet ve sosyal medya ile içli dışlı olan ve neredeyse tüm işlerini internet üzerinden gerçekleştiren bir nesil olarak ifade edilmektedir. Bu anlamda devletlerin uzun vadede hedef kitlesi haline gelmiş olan dijital yerlilere yönelik dijital kamu diplomasisi faaliyetleri uygulaması büyük bir gereklilik haline gelmiştir. Çalışmada da bu gereklilikten yola çıkılarak, “Dijital kamu diplomasisi uygulamalarının dijital yerliler üzerindeki algısı nedir?” sorusunun cevabı aranmıştır. Araştırma iki aşamalı şekilde öncelikle bir ön çalışma olan pilot çalışma sonrasında ise ana çalışma olarak gerçekleştirilmiştir. Araştırmada nicel araştırma yöntemi ve anket (soru sorma tekniği) tekniği kullanılmıştır. Ana çalışma analizi sonucunda “Dijital Yerliler Değerlendirme Ölçme Aracı” ile “Dijital Kamu Diplomasisi Uygulamaları Ölçme Aracı” geliştirilmiştir. Dijital Kamu Diplomasisi Uygulamaları Ölçme Aracı, 5’li likert tipinde 5 boyut ve 20 maddeden oluşmaktadır. Dijital Yerliler Değerlendirme Ölçme Aracı ise 5’li likert tipinde ve 12 maddeden oluşmaktadır. Araştırma sonucunda dijital kamu diplomasisi faaliyetlerinin dijital yerlilerin algılarına yönelik anlamlı farklılıklar oluşturduğu sonucu ortaya çıkmıştır. Sonuç olarak dijital kamu diplomasisi uygulamalarının dijital yerlilerin algısını etkilediği ve yönlendirdiği sonucuna varılmıştır.
