Abstract

A strong democracy could be constructed with a system where citizens are at the center of the democracy. The systems that enable citizens to be effective in the decision-making processes and that focus on the citizens in the participation processes, would be helpful to the realization of the basic principles envisaged by democracy. The citizen participation is the main step of the democratic practices and the presence of the citizen participation can be considered as a heartbeat of the democracy. Therefore, it is important to design participation mechanisms that will enable citizen participation, could provide substantial area of the responsibility for the decision makers.In this study, Tekirdağ, Kırklareli and Edirne which are Thrace section of the Marmara Region in Turkey were selected as a sample area of the citizen participation. The aim of this study is to determine (1) the point of view of local elected and local bureaucrats to the participation methods created for the citizen participation, (2) as how the institutional applications established in the Thrace section of the Turkey is designed, and how these applications work, (3) finally evaluating how effective these applications work.Key Words: Participatory democracy, local participation, local government, participation methods, Thracia

Güçlü bir demokrasi, vatandaşların merkezde yer aldığı bir sistemle inşa edilebilmektedir. Katılımcı süreçlerde vatandaşa odaklanan ve vatandaşların karar alma süreçlerinde etkin olmasını sağlayan sistemler, demokrasinin öngördüğü temel ilkelerin hayata geçirilebilmesini kolaylaştırmaktadır. Vatandaş katılımı, demokrasi pratiğinin çekirdeğidir ve vatandaş katılımının varlığı demokrasi için bir kalp atışı olarak değerlendirilmektedir. Bu yüzden de vatandaş katılımına olanak verecek katılım mekanizmalarının tasarlanması, karar alıcılar için önemli bir sorumluluk alanını oluşturmaktadır.Bu çalışmada, vatandaş katılımı konusunda örneklem olarak seçilen Tekirdağ, Kırklareli ve Edirne illerinde, vatandaş katılımı için oluşturulan katılım yöntemlerine yerel seçilmişlerin ve yerel bürokratların bakış açısının ne olduğunun belirlenmesi; Trakya Bölgesi'nde oluşturulmuş kurumsal uygulamaların nasıl tasarlandığı, ne şekilde işlediği, ne kadar etkin çalıştığı konusunda değerlendirmelerin yapılması amaçlanmıştır.Anahtar Kelimeler: Katılımcı demokrasi, yerel katılım, yerel yönetimler, katılım yöntemleri, Trakya
