Abstract

Bu çalısmada Türkiye'de ?nternet'in bir kamusal alan olusturup olusturmadığıincelenmistir. Kamusal alan kavramını açıklamak amacıyla basta Habermas olmaküzere, farklı politik görüslerden düsünürlerin fikirlerine basvurulmustur. Türkiye'dekamusal ve özel alan ayrımı ve bununla iliskili meseleler, 1990'ların basından beri,çesitli akademik çevrelerde tartısılmaktadır. Günümüzde gazeteler, dergiler, radyo,televizyon ve ?nternet kamusal alanın iletisim araçlarını olusturmaktadır. ?nternetsiteleri, günümüzde `agoraların' temsilcileri konumundadır. Türk sitelerin hemenhepsinin forum bölümleri bulunmaktadır. Sonuç olarak, ?nternet'in hızla artan kullanıcısayısı, özgür bir iletisim ortamı sağlama iddiası, siyaset, ekonomi, kültür ve kimlikaracı olarak, forumları, tartısmaya, fikir bildirmeye, kisisel karsılasmalara olanaksağlayan alanları ile kamusal bir gövde olusturduğu yargısına varılmıstır.ANAHTAR KEL?MELERKamusal alan, ?nternet, ?letisim, Sanallık

This study analizes the Internet whether providing a public sphere in Turkey.To expand the concept of public sphere, many referations to divergent political views ofsocial phiolophers- starting mainly form Habermas ? has been made. The discriminationof public and private sphere and all the matters related with this, are discussed invarious academic fields since the beginning of 1990s. Today; newspapers, magazines,radios, television and Internet are the communication items of public sphere. Internetsites serves as today?s `agora?s. Almost all Turkish sites have forum sections. As aresult, ıt is concluded that, Internet; with increasing number of users, with the claim ofproviding independent communication environment, with areas of feasible for personalencounters, discussing the forums, declaration of opinions and serving as means forpolitics, economics, culture and identity; contitutes a public structure.KEYWORDSPublic sphere, ?nternet, Communication,Virtuality
