NATO policies in South Caucasus

Abstract

Bireysel, ülkesel, bölgesel ve uluslararası güvenlik önemlidir. Güvenlik, tehditalgılamasına baglıdır ve tehdit algılaması da degismistir. Günümüzde tehdidin kaynagı,zamanı ve yeri önceden bilinememektedir. Küresel dünyada tehditlerin bu özelliginden,istikrarsızlıgın ve çatısmaların oldugu bir bölge, uzaktaki ülkeyi de ilgilendirmektedir.Bu bölgelerin, kitle imha silahlarının artması, terörizm, etnik çatısmalar, uyusturucukaçakçılıgı, insan kaçakçılıgı ve yasal olmayan göç gibi günümüz tehditlerininçogalmasına zemin olusturdugu belirtiliyor. Bu bölgelerin kontrolü, güvenlik sorunuolmaktan çıkartılması ve entegre bölge yapılmasının dünya güvenligine katkıdabulundugu belirtiliyor. Güney Kafkasya cografi olarak stratejik, çatısmaların ve önemlioranda enerji kaynakları bulunan bir bölgedir ve birbirleriyle baglantılı güvenlikalgılamaları ve kaygılarının oldugu devletler sistemi bir güvenlik kompleksiniolusturdugu için Güney Kafkasya bir güvenlik kompleksi olarak tanımlanmaktadır. Buçalısmada NATO'nun Güney Kafkasya politikaları bu açıdan ele alınmıstır ve bubölgenin güvenlik kompleksi özellikleri analiz edilmistir. Öncelikle, güvenlikkonusunda teorik altyapı saglanmıstır. kinci bölümde, NATO'nun kurulusu ve degisimsüreci ele alınmıstır. Güney Kafkasya bölgesinin cografi, tarihi, sosyo-ekonomiközellikleri ve de bölgesel ve bölge dısı güçlerin bölgeye ilgisi üçüncü bölümde analizedilmistir. Dördüncü bölümde NATO'nun Güney Kafkasya politikaları ele alınmıstır.Güney Kafkasya Avrupa güvenligi içinde degerlendirilmektedir ve Kafkasya ve OrtaAsya'ya NATO'da cografi öncelik verilmektedir. Bu bölgedeki programların,NATO'nun uzun dönem stratejisi olan reformların tesvik edilmesi ve desteklenmesiyleAvrupa-Atlantik bölgesinde istikrarın artırılmasıyla tutarlı oldugu belirtilmektedir

Security is important in individual, state, regional and international level.Security is determined by threat perception and threat perception has changed. Now,source, time and place of a threat cannot be known beforehand. In globalized world, adestabilized, conflicting area is also concern of a distant country because of thecharacteristics of new threats. These areas are considered as breeding grounds forcontemporary threats, proliferation of weapons of mass destruction, terrorism, ethnicconflicts, drug trafficking, human trafficking, and illegal migration. Their control,desecuritization, and transformation into an integrated region are defined as contributingto world security. South Caucasus is geographically strategic, conflicting region withconsiderable energy resources and it is defined as a security complex with suchcharacteristics, since the security complex is a set of states with interlinked securityperceptions and concerns. In this study, NATO policies in South Caucasus are analyzedfrom this perspective and security complex characteristics of this region is analyzed.First, theoretical background on security is provided. Formation of NATO,transformation process is analyzed in second chapter. Then, geographical, historical andsocio-political characteristics of South Caucasus region and involvement of regionaland outer powers are analyzed in third chapter. In fourth chapter, NATO policies inSouth Caucasus are analyzed. South Caucasus is considered in the European securityarea, geographic priority is given to South Caucasus and Central Asia. NATO programsin these regions are defined as consistent with NATO?s long-term strategy to enhancestability across Euro-Atlantic region by encouraging and supporting reform.
