Abstract

Gelismekte olan ülkelerde finansal piyasalar, yalnızca yasadıkları sert düsüsleridünyanın geri kalan ekonomilerine yansıttıkları için degil, aynı zamanda dünya nüfusununçogunu olusturmaları nedeniyle önem tasımaktadırlar. Bu nedenle hem bu piyasalardaki hemde bu piyasalarla dünyadaki geri kalan piyasalar arasındaki finansal akımlar ve kurumlarkaçınılmaz bir sekilde önemlidir. Bu çalısmada, genelde gelismekte olan ülkelerdeki finansalpiyasaların uluslar arası finans sistemindeki rolü ve özelde Türkiye'nin finansal sistem yapısı,tarihsel bir perspektiften arastırılmıstır. Ayrıca, bu ülkelerin finansal sektör politikalarındakidegisiklikler dünya konjonktürü çerçevesinde incelenmistir. Gelismekte olan ülkelerde finanssektörü, birkaç finansal kurumun veya dogrudan devletin denetimindedir. Gelismekte olanülkeler, kronik enflasyon, siyasi belirsizlik gibi sorunlar yasamaktadır. Bu ülkelerde kamukesimi büyük bir borç baskısı altındadır ve devlet bütçe açıklarını finanse etmek için finanspiyasalarının müsterisi haline gelmistir. Ekonominin gelisme süreci tamamlandıkça,gelismekte olan ülkelerde sermaye piyasası bankacılık sektörünün yerini almaktadır. Buülkelerin finans piyasalarının genel olarak etkinlikten yoksun oldugu sonucuna varılmıstır.Uluslar arası finans piyasalarının ve finansal araçların sayı ve nitelik açısından artması,gelismekte olan ülkeler için ekonomik büyüme ve kalkınma konusunda hem elverisli imkanlarsunmus, hem de bu ülkeleri sermaye hareketlerinin olusturdugu daha fazla risk ve belirsizliklekarsı karsıya bırakmıstır. Anlasılmıstır ki, saglıklı isleyen bir finansal yapı için, gelismekteolan ülkeler, öncelikle belli bir ekonomik evrim sürecini tamamlamalı, temel makroekonomik dengelerini saglamalı ve finans sektörünün alt yapısını saglam temellereoturtmalıdır

Financial markets in emerging countries are important not only because they reflecttheir precipitous downfall through the economies of the rest of the world but also becausethey have most of the world?s population. Therefore, financial flows and institutions bothwithin those markets and between those markets and markets in the rest of the world areinevitably important. In this study, generally, the role of the financial markets in emergingcountries in the international financial system and particularly Turkey?s financial sectorstructure are investigated from a historical perspective. Also, the changes in those countries?financial sector policies are examined around the world?s conjuncture. Financial sector inemerging countries is controlled by some financial institutions or directly by government.Emerging countries experience problems like chronic inflation and political uncertainty. Thepublic sector is under vast debt pressure and government becomes the client of financialmarkets to finance budget deficits. As the development of economy is completed, the capitalmarket in emerging countries supersedes the banking sector. It is concluded that financialmarkets of those countries are generally lack of efficiency. The increase of internationalfinancial markets and financial instruments in quantity and quality both presents adequateopportunities to emerging countries about economic growth and development, and engendersthem to face with more risk and indefiniteness formed by capital movements. It is emergedthat for a healthy financial structure, firstly emerging countries must complete a definiteeconomic evolution period, ensure basic macroeconomic equilibrium and put financialsector?s infrastructure on a healthy footing.
