Abstract

ÖZET Dünyada e-Government olarak bilinen elektronik devlet, kamu hizmetlerinin elektronik ortama taşınarak daha etkin, hızlı, ekonomik ve etkileşimli olarak sunulması için imkânların oluşturulmasıdır. E-dönüşümün en önemli - belki de - en son noktası, arzulanan toplumsal katılımın tam olarak gerçekleştirilmesidir. Toplumsal katılım ile gerçekleşecek olan e-demokrasi belki de çoktandır arzu edilen ama gerçekleşmesi pek de zor olan demokratik katılımın, dolayısıyla demokrasinin işleyişinin kolaylaşacağı ve hedefe varılacağı düşünülmektedir. E-dönüşüm sürecinde; Devlet-vatandaş arası ilişkiler (Government-to Citizen: G2C), Devlet-işletme arası ilişkiler (Government-to Business: G2B), Kamu birimleri arasındaki ilişkiler (Government-to Government: G2G) ve Devlet-çalışanlar arası ilişkiler (Government-to Employee: G2E) var olmaktadır. Sözkonusu etkileşimin gerçekleştirilebilmesi için kamu kurum ve kuruluşları vatandaşın eğitimli olmaları veya eğitilmeleri gerekmektedir. Kurumlar arası eşzamanlılık, bütünleşme ve tek çatı altında görev organizasyonu sağlamak temel görev olmalıdır.

ABSTRACT Knovvn as e-Government in the world, electronic government is provision of the possibilities to provide more effective, faster and economically interactive public services by bringing them into the electronic environment. The most important and probably the last point of e-transformation is the full realization of the desired public participation. E- democracy, which will be materialized with public participation probably, will realize the desired but difficult to operationalise democratic participation, thus the /vorking of democracy will become easier and the target will be met. in the e-transformation process, there are Government-to Citizen (G2C), Government-to Business (G2B), Government-to Government, (G2G) and Government- to Employee (G2E) relations. For the aforementioned interaction to take place, it is necessary to have educated citizens ör to educate the citizens in the public institutions. Realization of inter-institutional synchrony, integration and task organization under öne roof should be the primary mission.
