Abstract

The main subject of this research is the commercial activities of the VenetianRepublic which is believed to have lost her trade volume in the Mediterranean in theth ^ early 17 century on Ottoman territories through Venetian merchants and officers.In the first section titled `Commerce and Humanity`, the roles of the Ottoman and Venetian representatives who steered the Ottoman-Venetian trade have been discussed. The jurisdiction of the Venetian ambassadors, consuls and translators, as well as the services of the Ottoman customs officials and other related officials have been inquired. In Section 2, initially, the presence of Venetians in major port towns and centers of commerce which host Venetian commercial activities on Ottoman territory has been verified. The merchandise subject to Venetian export and import on Ottoman territory is also studied in this section. Eventually, the problems and controversies in Ottoman-Venetian commercial relations due to various causes are dealt with in the final section. Among these problems, as well as the significance of the effect of piracy on commerce, the hostile attitude towards Venetian merchants by Ottoman customs officers present utmost and unavoidable substantiality. Aside from that, there were some misapplications violating the terms of agreement, as well as certain defects in the payment of taxes.

XVII.yüzyıl başlarında Akdeniz'deki ticaret hacmini kaybettiği kabul edilen Venedik Cumhuriyeti'nin Osmanlı topraklarındaki tüccarları ve görevlileri vasıtasıyla yürüttüğü ticaret faaliyetleri hazırlanan araştırmanın ana konusunu oluşturmaktadır.Ticaret ve insan konulu birinci bölümde Osmanlı-Venedik ticaretine yön veren Osmanlı ve Venedik temsilcilerinin rolü üzerinde durulmuştur. Venedik balyosları, konsolosları ve tercümanlarının üstlendikleri görevler yanında gümrük mültezimleri ve diğer Osmanlı görevlilerinin aldıkları vazifeler incelenmiştir. İkinci bölümde ilk önce Venedik'in Osmanlı ülkesinde ticarî faaliyetlerde bulunduğu önemli liman kentleri ve ticaret merkezlerindeki Venediklilerin varlığı kanıtlanmıştır. Yine aynı bölümde Venedik'in Osmanlı ülkesinde gerçekleştirdiği ithâlât ve ihrâcâta konu olan mallar üzerinde durulmuştur. Nihayet son bölümde Osmanlı-Venedik ticarî ilişkilerinde çeşitli nedenlerle ortaya çıkan problemler/ihtilaflar incelenmiştir. Bunlar arasında korsanlığın ticaret üzerindeki etkileri ehemmiyetli olduğu gibi, gümrük mültezimlerinin Venedikli tüccarlara menfî yaklaşımları da göz ardı edilmeyecek derecede önemlidir. Aynca ahidnâme şartlarına aykırı uygulamalar bulunduğu gibi vergi ödemelerinde de bazı aksaklıklar yaşanmaktaydı.
