Abstract

vu ABSTRACT IN ENGLISH We have tried to evaluate with this study, education policies applied by Adalet Party Governments and the developments in education between the years 1965 - 1971. During our investigation, we have seen that Adalet Party's vision of education, government programs, development plans and VTQ. National Education Council made the basic supports of education policies of Adalet Party Governments. In the frame of these basic supports, we may list the following, among the developments in this period. A special interest was shown to the boarding district schools to educate the village children in primary schools. These schools were made art and culture centres for people in the district. Alphabet and reading books were given to students free of charge in education period of 1970-1971, but this project was interrupted because of resignation of the government. The highest objection was shown to `examination and level upgrading regulations in secondary schools`, among the applications in secondary schools and then the government has abandoned this application. Another important development in secondary school education is, `guidance services` established to know well the students in secondary schools and to give children highest degree of education. The students graduated from vocational and technical schools were given the right to get high school certificate if they were successful in the examination of certain courses, therefore these students were able to enter the universities. At this period, imam & preacher schools (religious schools) to train religious men (ecclesiastic) with total 7 years education time, continued to be opened. These religious schools had started education in 1951-1952 education year. Additionally, religious instruction courses were given in 1st and 2nd level of high schools and vocational high schools, one hour in a week. There were accumulation in front of the universities because of the demand of young people expecting better future through university. One of the most important events between 1965-1971 is student acts which started in universities and then spreaded out in the country as demonstrations. These protesting acts caused the people to loose comfort and confidence.

VI ÖZET Bu çalışmamızda 1965-1971 yıllan arasında Adalet Partisi hükümetlerince oluşturulan eğitim politikalarını ve eğitimde meydana gelen gelişmeleri tespit etmeye çalıştık. Yapılan araştırmalar sırasında Adalet Partisi hükümetlerinin eğitim politikalarının temel dayanaklarını; Adalet Partisinin eğitim görüşünün, hükümet programlarının, kalkınma plânlarının ve VM. Milli Eğitim Şûra kararlarının oluşturduğunu gördük. Söz konusu dayanaklar çerçevesinde bu dönemde eğitim alanındaki gelişmeler arasında şunları sıralayabiliriz. İlköğretimde köy çocuklarının eğitilmesi amacıyla yatılı bölge okullarına önem verilmiştir. Bu okullar aynı zamanda bölge insanının kültür ve sanat merkezleri haline getirilmiştir. 1970-1971 öğretim yılında ilkokullarda alfabe ve okuma kitapları öğrencilere ücretsiz olarak dağıtılmış ancak hükümetin istifa etmesi nedeniyle proje yarım kalmıştır. Ortaöğretimde yapılan uygulamalarda en çok tepkiyi `Orta Dereceli Okullarda Sımf Geçme ve İmtihan Yönetmeliği` almış, sonunda bu uygulamadan vazgeçilmiştir. Ortaöğretimde diğer önemli bir gelişme ise, orta dereceli okullarda öğrencileri tanımak, en üste seviyede yetişmelerim sağlamak amacıyla kurulan `Rehberlik Servisleri`dir. Meslek! ve teknik öğretim kademesindeki mezun olan öğrencilere belirli derslerden sınava girerek başarılı olmaları halinde lise diploması alma hakkının tanınmış, böylece söz konusu okul mezunlarının üniversiteye girmelerine olanak sağlanmıştır. Bu dönemde, 1951-1952 öğretim yılından itibaren din adamı yetiştirmek amacıyla eğitim vermeye başlayan ve toplam eğitim süresi 7 yıl olan imam-hatip okullarının açılmasına devam edilmiştir. Ayrıca, liselerin ve bunlara denk okullarla lise seviyesindeki meslek okullarının I. ve n. sınıflarında olduğu gibi normal ders saatleri dışında haftada birer saat üzerinden din bilgisi dersi de konulmuştur. Geleceklerini üniversitede arayan gençlerin artan talebi sonunda üniversite önlerinde yığılmalar meydana gelmiştir. 1965-1971 yıllan arasında en önemli olaylardan biri de üniversitelerde başlayan ve daha sonra toplumun değişik kesimlerine yayılan öğrenci olaylandır. Bu olaylar toplumda huzur ve güven ortamının kaybolmasına sebep olmuştur.
