Improving Turkish-Greek relations a neo-functionalist approach

Abstract

Turkish - Greek relations exhibited antagonistic features from the political point of view. However, citizens of these countries share various common features. A possible co-operation between these countries may present considerable advantages for both. In that sense, the neo-functionalist theory can be utilized in order to facilitate the political relations of these Aegean neighbours. The private actors of countries within an integration process are emphasized greatly in neo-functionalism. In that respect, the paper tries to investigate whether private actors of Turkey and Greece, the core strategic elements of neo-functionalism, are in favor of an increasing co-operation or not. Moreover, the paper tries to derive a conclusion for the application of the neo-functionalist theory in the Turkish - Greek case considering also the other factors peculiar to the relations of these two neighboring countries. Neo-functionalism may be followed in practice to ameliorate the Turkish - Greek relations or not, but in any case, it is obvious that the people, particularly the representatives of private sector, in both sides of the Aegean are willing for co-operation and will benefit very much if work together in various fields of co-operation.

Politik bakış açısından düşünüldüğünde Türk - Yunan ilişkileri derin bir düşmanlığı yansıtır. Aksine, iki ülke halkı bir çok ortak özellik göstermektedir. Türkiye ile Yunanistan arasında işbirliği mümkün olursa, bunun sonucunda iki ülke içinde hatırı sayılır faydaların ortaya çıkması sözkonusudur. Bu bakımdan yeni işlevselci (neo-fonksyonalist) teori Ege'nin iki yakasındaki komşuların politik ilişkilerini düzeltmekte kullanılabilir. Özel sektör temsilcilerinin rolleri yeni işlevselcilikte önemle vurgulanmaktadır. Bu çalışma Türkiye ve Yunanistan'daki özel sektör temsilcilerinin, yeni işlevselciliğin ana stratejik unsurlarının, artan işbirliğine eğilimlerini araştırmaktadır. Bunun yanında, çalışmada yeni işlevselci yaklaşımın Türk - Yunan ilişkilerinde uygulanıp, uygulanamayacağı sonucuna varılabilmektedir. Bunu yaparken de, Türk - Yunan ilişkilerine has sorunlar göz önünde tutulmaktadır. Yeni işlevselci yaklaşım Türk - Yunan ilişkilerinin gelişmesine katkı sağlayabilmesi ya da herhangibir katkısı olmaması mümkündür. Sonuç ne olursa olsun, Ege'nin iki yakasındaki özel sektör temsilcileri işbirliğinden yanadır, ve ortak çalışma alanlarda işbirliği olması hiç kuşkusuz iki ülkenin de yararına olacaktır.
