Türkiye`de kadın belediye başkanları

Abstract

Politics is an area that includes gender at every stage. Although women make up 50% of the global population, they are still not effective in political leadership, access to resources and decision-making at all levels of governance. In all societies, there are economic, social, political and cultural obstacles that adversely affect women's political participation and representation. The representation of women at the national level positively affects their representation at the local level. Nevertheless, urbanization, labor force participation and the dominant social worldview partly affect female participation in local politics. The basic research question of this study is whether female mayors in local politics in Turkey create difference in local politics and municipal activities. Contrary to our assumption, a limited number of female mayors develop different policies and practices for women related areas as observed in the strategic plans and activity reports of the municipalities governed by female mayors. Siyaset, her aşamasında cinsiyetçiliği içeren bir alandır. Kadınlar, küresel nüfusun %50'sini oluşturmakla birlikte, tüm yönetişim düzeylerinde siyasi liderlik, kaynaklara erişim ve karar alma süreçlerinde hala etkili değillerdir. Tüm toplumlarda, kadınların siyasal katılımını ve temsilini olumsuz etkileyen ekonomik, toplumsal, siyasi ve kültürel engeller bulunmaktadır. Kadınların ulusal düzeydeki temsili yerel düzeydeki temsili olumlu etkilemektedir. Bununla birlikte, kentleşme, iş gücüne katılım ve toplumsal başat dünya görüşü yerel siyasette kadın katılımını kısmen de olsa etkilemektedir. Türkiye'de kadın belediye başkanlarının yerel siyasette ve belediye faaliyetlerinde farklılık yaratıp, yaratmadıkları bu çalışmanın temel araştırma sorusudur. Belediyelerin stratejik plan ve faaliyet raporlarında, varsayımımızın aksine sınırlı sayıda kadın belediye başkanlarının kadınlara yönelik farklı politikalar ve uygulamalar geliştirdikleri görülmektedir. Anahtar kelimeler: Yerel yönetimler, yerel politikada kadın temsili, kadın belediye başkanları.
