Abstract

In this thesis, coin counterfeiting cases during Mahmud II and Sultan Abdulmecid periods are examined. In this context, Ottoman archive documents which are the main primary sources of this study are predicated on. Monetary units circulated during both periods are mentioned to outline the emergence of counterfeiting and the measures taken by the government against that. A big picture of the coin counterfeiting cases in the very complex monetary regulations and landscape during Mahmud II period are depicted. The effect of debasement policy on coin counterfeiting during this period is also stated. Prevalent opinion across literature is that after establishment of coin standardization during Sultan Abdulmecid period has put an end to coin counterfeiting. In this study, it is claimed that in contrary to these prevalent opinions after the Tashîh-i Sikke (coin restoration) reform had come into effect in 1844, coin counterfeiting cases have indeed continued. This claim is justified and proved in the lights of official government documents. Bu tezde II. Mahmud ve Sultan Abdülmecid dönemlerindeki kalpazanlık olayları incelenmiştir. Bu bağlamda çalışmanın ana kaynağını oluşturan Osmanlı arşiv vesikaları esas alınarak dönemin birincil kaynakları ekseninde; her iki dönemde tedâvül eden para bilgisi verilerek, kalpazanlık faaliyetlerinin ortaya çıkışı ve devletin buna karşı aldığı tedbirler aktarılmıştır. II. Mahmud devrinin karmaşık para düzeni içerisinde meydana gelen kalpazanlık vakalarının genel bir panoraması çizilmiştir. Bu dönemde devletin uyguladığı tağşîş politikasının kalpazanlığa etkisi ortaya konmuştur. Literatürdeki genel kanı, Sultan Abdülmecid döneminde oluşturulan sikke standardizasyonu sonrasında kalpazanlık olmadığı yönündedir. Çalışmada bunun aksi iddia edilerek, 1844 yılında yürürlüğe giren Tashîh-i Sikke reformu sonrasında da kalpazanlığın devam ettiği, devletin resmî belgeleri ışığında ispat edilmiştir.
