The public administration systems in the oriental societies are generally similar. In these societies which the religious rules are applied, there are also religious principles which gives advices about how to live, to both public and to the ruling class. There are also many works which is pointing out how the relations should be and also showing what kind of values should be present in the interpersonal relationships. When the Muslim States in history is investigated it can be observed that the books which will ease the administration of the country is requested from the scholars of the time by the Sultans of the countries. Melikşah, who is the mightiest Sultan of the Great Seljuks, requested such kind of a work from the scholars, with an aim to enlarge the borders of the country and also to secure the ongoing solidarity and unity of the country. The most liked book by the Sultan Melikşah among the works was `Siyasat-nama`, which is written by his Grand Vizier Nizam ul Mulk. In line with this work Sultan Melikşah, acquired more knowledge about how the administrators under his rule should be treated by him, also the information of how the executive class should rule the public which is forming the main class of a state. In this thesis, the structure of the Great Seljuk society is researched in the sociological context, also the traditions in the Great Seljuks of the time, and their relationship with the expectations from the ruling class in accordance with the `Siyasat-nama` is investigated. In addition, the personal qualities which an administrator should have, social relationships between the ruling class, the relations of Sultan and the administrators, and the relationship of the administrators with the public is investigated in the sociological context.To summarize, the fundamental behaviors which is aimed in this research is; to explain the bilateral relations that is present among the society in the context of justice and consultation, to investigate the values that made the society, which is formed by the Sultan and the public together, steady, and to establish connections between present and Great Seljuk time. The book analysis method is used in the thesis and with this thesis it is aimed to provide a new work to the literature, which is investigating the ruling class and public relations in the Great Selcujks. This thesis is an original work in terms of examining the Great Seljuks in a relational context.

Doğu toplumlarında yönetim sistemleri genel olarak benzerlik göstermektedir. Özellikle de dini ilkelerin uygulandığı bu toplumlarda halkın ve yöneticilerin sosyal hayatta uymalarını tavsiye eden dini kurallar da bulunmaktadır. Bireyler arası ilişkileri belirleyen, ilişkilerde olması gereken değerleri gösteren birçok eser de kaleme alınmıştır. Günümüze kadar gelen Türk Devletleri incelendiğinde devletin yöneticisi kendi döneminin bilgin kişilerinden kendisine yardımcı olacak, ülke yönetimini kolaylaştırması adına eserler yazılmasını istemişlerdir. Bu bakımdan Büyük Selçuklu Sultanı Melikşah, devletin sınırlarını genişletmek birlik ve beraberliğin devamının sağlanması amacıyla dönemin bilginlerinden eserler yazmalarını istemiştir. Yazılanlar arasından en çok beğendiği eser, kendi veziri Nizam ül Mülk'ün kaleme almış olduğu Siyasetname adlı eserdir. Bu eser doğrultusunda Sultan, emri altında bulunan yöneticilerin nasıl olmaları, nasıl davranmaları gerektiği konusunda bilgi sahibi olmuş, hem de devletin asıl tabakasını oluşturan halkına karşı nasıl muamele etmesi gerektiği hakkında bilgi sahibi olmuştur. Tez ile Siyasetname adlı eserin doğrultusunda Büyük Selçuklu toplumunun o zamanki yapısını incelemek ve toplumundaki adetler ile yönetici sınıftan beklenenler arasındaki ilişki araştırılmıştır. Bir yöneticinin sahip olması gereken kişisel özellikler, yöneticiler arasındaki sosyal ilişkiler, yöneticinin sultan ile ilişkileri ve yönetici sınıfın halk ile ilişkileri sosyolojik bağlamında incelenmiştir.Bu araştırmada hedeflenen temel davranışları özetleyecek olursak: toplumda mevcut bulunan tüm ikili ilişkileri adalet ve istişare bağlamında açıklamak, kişiler arası ilişkilerin Büyük Selçuklu Dönemi'nde uygulandığını göstermek, Sultan ve reayanın birlikte oluşturduğu toplumun/ devletin daimi olmasını sağlayan değerleri araştırmak ve o dönemle günümüz arasında köprüler inşa etmektir.Tez çalışmasında kitap analizi metodu uygulanmıştır. Bu tez ile Büyük Selçuklu Devleti ile tarihte kurulan devletlerin yöneten- yönetilenleri arasındaki ilişkiler incelenmiş ve literatüre yeni bir eser kazandırmak hedeflenmiştir. Bu alanda çalışılan bir eser daha öncesinde bulunmamaktadır.
