Abstract

In our age in which Information Technologies are developing rapidly, Public institutions also benefit from technological innovations while providing services to citizens. The Presidency of Revenue Administration, taking advantage of Information Technologies, is among the public administrations that utilize the electronic applications most. The first large computing project of the Tax Office Automation Project in the public areas of Turkey (VEDOP-1) began in 1998 and large part of the taxation process has been moved to the electronic environment so far. In our country, although the Tax Administration has adopted a taxpayer-oriented approach, it aims at voluntary compliance. For this reason, electronic applications are important in terms of ensuring tax compliance of taxpayers and reducing tax compliance costs.In this study, tax compliance costs and tax compliance costs of taxpayers listed in the Income Tax Law are examined using the survey technique. İstanbul ili Avcılar Vergi Dairesi Gelir Vergisi mükellefleri ile The effects of electronic tax applications on tax cost and tax compliance were interpreted in accordance with the data obtained from the survey study implemented with Income Tax Taxpayers of Avcılar Tax Office, Istanbul to measure the impact of electronic tax applications on tax compliance and compliance costs.

Bilişim teknolojilerinin hızla geliştiği çağımızda, kamu kurumları da vatandaşa hizmet sunarken teknolojik yeniliklerden yararlanmaktadır. Türkiye'de Gelir İdaresi Başkanlığı bilişim teknolojilerinden yararlanarak elektronik uygulamaları en fazla kullanan kamu idarelerinin başında gelmektedir. Türkiye'nin kamu alanındaki ilk büyük bilgi işlem projesi olan Vergi Dairesi Otomasyon Projesi (VEDOP-1)'ne 1998 yılında başlanmış ve günümüze kadar vergilendirme süreçlerinin büyük bir kısmı elektronik ortama taşınmıştır. Ülkemizde vergi idaresi mükellef odaklı yaklaşımı benimsemiş olmakla birlikte, vergiye gönüllü uyumu hedeflemektedir. Bu nedenle, elektronik uygulamalar mükelleflerin vergiye uyumlarının sağlanması ve vergi uyum maliyetlerinin azaltılması açısından önem taşımaktadır.Bu çalışmada, elektronik vergi uygulamaların Gelir Vergisi Kanun'unda sayılan mükellef grupları itibariyle vergiye uyumu ve vergi uyum maliyetleri anket tekniği kullanılarak incelenmiştir. İstanbul ili Avcılar Vergi Dairesi gelir vergisi mükellefleri ile elektronik vergi uygulamalarının, vergiye uyumu ve uyum maliyetleri üzerindeki etkisini ölçmeye yönelik anket çalışmasından elde edilen veriler doğrultusunda elektronik vergi uygulamalarının vergi maliyeti ve vergi uyumu üzerindeki etkileri yorumlanmıştır.
