Toplumun vazgeçilmez bir parçası olan devlet yapısının fikrî oluşumu, iktidarın kurumsallaşması ile ilgilidir. Siyasal iktidar modelleri, toplumların sosyal ve tarihsel şartlarına göre şekil alır. İslam siyaset tarihinde iktidar kurumu hilafet müessesi ile temsil edilmiştir. Hilafet konusu, İslam tarihinin çeşitli dönemlerinde büyük fikir ayrılıklarına ve tartışmalara konu olmuştur. Bu fikir ayrılıklarına sebep olan husus, kimin halife olacağı yani kimin halife olmaya daha layık olduğudur. Dolayısıyla hilâfet konusunda üzerinde durulması gereken nokta halife olacak bir liderde hangi özelliklerin bulunması gerektiği sorusudur.Hilafet üzerine çok sayıda eser kaleme alınmıştır. Bu eserlerden biri de Cüveynî'nin Gıyâsü'l-Ümem'idir. Cüveynî, hilafeti sadece teorik bir konu olarak ele almamış, pratiği değerlendirerek teori üretmeye çalışmıştır. Bu da kendisini, zamanın fakihlerinden ayıran önemli bir husus olmuştur. Cüveynî eserinde, bizim 'yeni ve zarurî bir halife' olarak ifade ettiğimiz bir halife adayı belirlemiştir. Ve bu kişi, en kısa sürede hilafet makamına geçerek, Müslümanlara liderlik yapması gerektiği çağrısında bulunmuştur. Bu aday, tezimize konu olan, Selçuklu Devleti veziri Nizâmülmülk'tür.Bu çalışmada Nizâmülmülk'ün; Cüveynî'nin yapmış olduğu bu çağrıya karşı nasıl bir tavır sergilediği, kendisinin izlemiş olduğu hakimiyet politikaları ve bu politikaların ne anlam ifade ettiği sorularının yanıtı incelenmiştir.

The intellectual formation of the state structure, which is an indispensable part of society, concerns the institutionalization of power. Political power models take shape according to social and historical conditions of societies. In the history of Islamic politics, the ruling institution was represented by the caliphate organization. The caliphate has been the subject of great disagreements and debates in various periods of Islamic history. The reason for this discrepancy is who is the caliph, who is more worthy of being the caliph. Therefore, it is questionable which qualities should be found in a leader who will be the caliph of the caliphate.On the caliphate, a large number of works were received. One of these works is Gıyâsü'l-Ümem of Cüveynî. Cüveynî did not treat the caliphate as a theoretical subject, but tried to produce the theory by evaluating the practice. This has been an important issue that distinguishes him from the masters of the time. In his work, he has appointed a caliphate candidate, which we refer to as a 'new and necessary caliph'. And this person, as soon as possible to the caliphate, Muslims must lead in the direction of the call. This candidate is the vizier Nizâmülmülk of the Seljuk State which is subject to my thesis.In this study, Nizâmülmülk; The attitude of Cüveynî towards this call he made, the politics of domination that he has followed and the answer to the question of what these policies mean is examined.
