Abstract

The military relations between the United States of America (USA) and Saudi Arabia are alwaysremarkable in terms of continuity and depth. Washington administration has been in contactwith the Kingdom of Riyadh since 1932, when Saudi Arabia was established. Although bilateralrelations have begun on an economy basis, in the following years they have turned into a widerframework of alliance, including military alliance. However, it is difficult to make this intensivecooperation to American Congress and American society because of the deep differences in theform of government and socio-cultural characteristics between the US and Saudi Arabia. It isinevitable for the US to disclose these relations at a legitimate ground and for the public toreceive Congressional support.The purpose of the study, which was contextualised in the context of the Copenhagen School'ssecuritization theory; by analyzing the US military relations with Saudi Arabia, it is to see howWashington has legitimized this relationship in the changing times.

Amerika Birleşik Devletleri (ABD) ve Suudi Arabistan arasındaki askeri ilişkiler sürekliliği vederinliği bakımından her dönemde dikkat çekmektedir. Washington yönetimi SuudiArabistan'ın kurulduğu 1932 yılından itibaren Riyad Krallığı ile ilişki içinde olmuştur. İkiliilişkiler her ne kadar başta ekonomi temelli başlamış olsa da ilerleyen yıllarda askerimüttefikliği de kapsayan daha geniş çerçeveli bir ittifaka dönüşmüştür. Ancak bu yoğunişbirliğini ABD ve Suudi Arabistan arasındaki yönetim biçimi ve sosyo-kültürel özelliklerdekiderin farklılıklar sebebiyle Amerikan Kongresi ve toplumuna kabul ettirmek oldukça zorolmuştur. ABD'nin bu ilişkileri meşru bir zeminde açıklaması, gerek kamuoyu gerekse Kongredesteğini alabilmesi açısından elzemdir.Kopenhag Okulu'nun güvenlikleştirme teorisi bağlamında ele alınan çalışmanın amacı;ABD'nin Suudi Arabistan ile askeri ilişkilerini analiz ederek, Washington'ın bu ilişkilerideğişen dönemler içinde nasıl meşrulaştırdığını görmektir.
