Abstract

Bireylerin hayatları boyunca sürekli olarak sahip oldukları vasıfları güncellemelerini veya yeni vasıflar kazanmalarını tanımlayan yaşamboyu öğrenme, eğitim alanındaki önemli dönüşümlere işaret etmektedir. Ancak kavram ana akım literatür kapsamında genellikle kendisini oluşturan ilişki setlerinden bağımsız olarak tartışılmaktadır. Böyle bir yaklaşım içinde yaşam boyu öğrenme, ulusal ve uluslararası kurumlar tarafından eğitimi ve istihdamı birleştiren bir alana vurgu yapmaktadır.Bu çalışma, yaşam boyu öğrenme kavramını ilişki kurduğu bütün bileşenler doğrultusunda ve merkezine sermaye birikimini yerleştirerek değerlendirmeyi hedeflemektedir. Özellikle sermayenin uluslararasılaşmasına bağlı olarak üretimin küreselleşmesi, emek gücünün değişen koşullar içinde esnek bir şekilde yeni niteliklere sahip olmasını gerektirmekte, yaşamboyu öğrenme uygulamaları ise bu alanda önemli roller üstlenmektedir. Bu nedenle bu çalışma kapsamında sermaye birikimi ile yaşamboyu öğrenme ilişkilendirilmekte ve küresel düzeydeki politikaların yerele etkisini değerlendirmek adına Türkiye'de yaşamboyu öğrenme süreçlerine odaklanılmaktadır.

Lifelong learning, which defines individuals' ability to continuously update their qualities or acquire new qualities throughout their lives, points to significant transformations in education. However, the concept is discussed in the context of mainstream literature, independently of the relationship sets that usually constitute it. In such an approach, lifelong learning emphasizes a field that combines education and employment by national and international institutions.This study aims to evaluate the concept of lifelong learning in terms of all the components it relates to and by placing capital accumulation at the center. In particular, the globalization of production due to the internationalization of the capital requires that the labor force has flexible and new qualities in changing circumstances and lifelong learning applications play an important role in this field. Therefore, within this study capital accumulation and lifelong learning are associated and focusing on lifelong learning processes in Turkey in order to assess the local effects of global policies.
