Abstract

Enflasyon kontrolünün zayıf, iç taahhüt yeteneğinin eksik ve uluslararası ticaret hacminin fazla olduğu ülkeler; dolarizasyon politikasını izlemeye daha çok eğilimli olmaktadır. Dolarizasyonu tercih etmenin iki potensiyel faydası vardır: Makroekonomik istikrar ve uluslararası ticaretin teşvik edilmesidir. Dolarizasyon, güvenilirlik sorununu çözerek makroekonomik istikrarı motive eder ve uluslararası ticaret de istikrarın artmasıyla tetiklenir. Bunlarla birlikte, ayarlama mekanizması kaybı veya emisyon kazançları kaybı gibi dolarizasyonun bazı maliyetleri de vardır. 2008 yılına geldiğinde Zimbabve, aşırı enflasyon ile karşı karşıya kaldı ve enflasyonun kontrol altına alınması gerekirdi. Bu durum, dolarizasyon politikasının izlenmesine yol açmaktadır. Dolayısıyla bu çalışmada, dolarizasyona özel bir şekilde odaklanarak Zimbabve tarafından uygulanan döviz rejimini incelenmektedir. Dolarizasyonun maliyet-fayda analizi; GSYH, enflasyon oranı, ihracat, ithalat vb ekonomik göstergelere göre yapılmıştır. Çalışmanın sonuçlarına göre dolarizasyon, ülkenin ekonomisini olumlu bir şekilde etkilemiştir ama bu politika tüm ekonomik sıkıntılar için bir çözüm olmayacaktır.Anahtar Kelimeler: Dolarizasyon, Zimbabve Ekonomisi

Countries with a history of weak inflation control, a lack of domestic commitment ability and a large volume of international trade are more inclined to adopt dollarization. There are two potential benefits to opting for dollarization: Macroeconomic stability and fostering of international trade. Dollarization motivates macroeconomic stability by solving the credibility problem. İnternational trade is also triggered by increasing stability. However, there are also some cost of dollarization such as loss of an adjustment mechanism or the loss of seigniorage revenue. By the turn of 2008 Zimbabwe was faced with hyperinflation and needed to control inflation. This situation leads to the dollarization of the exchange rate. Therefore, this paper examines the foreign exchange regime implemented by Zimbabwe with a special focus on the dollarization. The cost-benefit analysis of dollarization assesses in terms of economic indicators such as GDP, inflation rate, exports, imports etc. The results of the study revealed that dollarization positively influenced the country's economy but the policy is not a panacea for all its economic woes.Keywords: Dollarization, Zimbabwean Economy
