Abstract

Globalization, mass media, liberal policies and democratization, between all countries whose borders began to be actually deleted, multinational media companies has grown rapidly in the international arena. These international media whose homeland are America or West affects the interrelationships of individual, society and the states with their power of molding public opinion. The West uses the power of the media to do conciliatory and solution oriented broadcasts to `create public acclaim / production of consent` in their democratic countries. While in the other less developed and less democratic countries in the East power of the media is being used as `the only sound that reinforces leader`. The East is vulnerable to the powerful negative propaganda of the international media organs. The media is American and there is not yet a strong opponent of his or controller. While all criticism continues, Qatar-based Al Jazeera is considered as a hope for the media alliance between civilizations in a short time. But it is realised that the aforementioned media organ is similar to the American media for reasons such as the company's operational structure, its relationship with political institutions, economic dependency features. While in the world, there are management and contol mechanisms beyond the culture, nation and state in the political, economic, security, social and cultural fields such as the United Nations, the World Health Organization, the International War Tribunal, the World Bank, a supervisory , advising or directive `supranational` structuring it is not yet available for media. Ancient philosopher Diogenes' cosmopolitan (world citizenship) concept, that now is the with Kant's concept of world peace with the ideal of European Union should be considered as early inculcations of this need. In this study, the need for a supranational media organization which has a structure that will represent all of the world communities (the people of the world), free from all nations, beliefs and cultural identities; but encompass all to represent were discussed.

Küreselleşme, kitle iletişim araçları, liberal politikalar ve demokratikleşme ile birlikte ülkeler arasında `sınırlar` fiilen silinmeye başlanmış, çok uluslu medya şirketleri, uluslararası alanda hızla büyümüştür. Anavatanları Batı veya Amerika olan bu uluslararası medya organları, sahip oldukları kamuoyu oluşturma gücüyle birey, toplum ve devletlerin birbiriyle olan ilişkilerini etkilemektedir. Batı, kendi gelişmiş ve demokratik ülkelerinde medya gücünü `halk onayı oluşturma/rızanın üretimi`, uzlaştırıcı ve çözüme yönelik onay mekanizmasını yaratmak için kullanır. Doğu'da az gelişmiş ve eksik demokrasiye sahip ülkelerde bu medya gücü `lideri pekiştiren tek ses` olarak kullanılırken, Doğu uluslararası medya organlarının güçlü negatif propagandalarına karşı savunmasız durumdadırlar. Medya Amerikalıdır ve henüz onun güçlü bir rakibi ya da denetleyicisi yoktur. Tüm eleştiriler sürerken Orta Doğu'da, Katar merkezli El Cezire (Al Jazeera) televizyonu kısa sürede medeniyetler arası medya ittifakı açısından bir umut olarak kabul görmüştür. Fakat söz konusu medya organının yapısı, işleyişi, siyasi iktidarla ilişkisi gibi pek noktalarda uluslararası Amerikan medyasıyla benzer özellikler taşıdığı fark edilmiştir. Dünyada siyasi, ekonomik, güvenlik, sosyal ve kültürel alanlarda Birleşmiş Milletler, Dünya Sağlık Örgütü, Uluslararası Savaş Mahkemesi, Dünya Bankası gibi devlet, ulus ve kültürlerin ötesinde yönetim ve denetim mekanizmaları bulunurken medya konusunda tam güvenilir, baskılardan uzak `uluslarüstü` bir yapılanma henüz mevcut değildir. Antik düşünür Diogenes'in kozmopolitan (dünya vatandaşlığı) kavramı, Kant'ın dünya barışı kavramları ile şu anki Avrupa Birliği ideali bu ihtiyacın erken telkinleri olarak kabul edilmelidir. Bu çalışmada, belli bir ülkenin çıkarını değil, dünya toplumlarının (dünya halklarını) hepsini temsil edecek, milliyet, inanç ve kültür kimliğinden arındırılmış ama hepsini kapsayıp onların sözcülüğünü üstlenecek uluslarüstü bir medya yapılanmasına olan ihtiyaç tartışılmıştır.
