Abstract

Ömer b. Abdülaziz dönemi dikkatle incelendiğinde İslam tarihinin dönüm noktalarından biri olduğu görülür. Bunun en önemli sebebi Ömer'in yönetimde takip ettiği hak ve adalete dayanan politikasıdır. Ömer b. Abdülaziz'in Horasan ve Mâverâünnehir bölgelerinde uyguladığı politika, ileride İslam bayrağını taşıyacak olan Türkler'in İslamlaşmasında da etkili olmuştur. Emevi idarecilerinin ırkçılık, baskı ve zulme dayanan yönetimleri iktidara muhalif grupların ortaya çıkmasına ve aleyhte hareket etmelerine yol açmıştır. Gerek Hâricîler gerek Ehli Beyt taraftarları Horasan mevalisi içerisinde kendilerine oldukça taraftar bulmuşlardı. Öne sürdüğü eşitlik fikriyle Mürcie de Horasan bölgesinde yayılmaya başlamıştı. Ömer b. Abdülaziz, bu gruplara karşı takındığı barışçı tavır ile hepsini yanına çekmeye çalışmış ve bunda da büyük ölçüde başarılı olmuştur. O, Mâverâünnehir bölgesinde başlattığı İslamlaştırma faaliyetleri ile buradaki yerli halkı İslam'a ısındırmaya çalışmıştır. Bu amaçla kötü uygulamalara devam eden yöneticiler değiştirilmiş, Müslüman olmuş yerli halktan alınan haksız vergiler kaldırılmış, bölgede ganimet amaçlı yapılan fetihler durdurulmuş, yerli yöneticilere İslam'a davet mektupları gönderilmiş ve bölgeye gönderilen İslam âlimleri ile insanlara İslam dini anlatılmıştır. Ancak Ömer b. Abdülaziz'in kısa süren hilafeti ve ardından gelen Emevi idarecilerinin eski ırkçı ve adaletsiz uygulamalara geri dönmesi bölgenin İslamlaşma sürecinin uzamasıyla sonuçlanmıştır.

Omar b. Abdulaziz period when carefully examined the history of Islam is seen as one of the turning points. Not only Ahl al-Bayt and also Harijies found supporters in Khorasan. Murji'ah argued with the idea of equality had begun to spread in the Khorasan region. Omar b. Abdulaziz, the peaceful attitude against these groups has been largely successful. Transoxanian began in activities where the Islamization of indigenous peoples to Islam warmed up people to Islam. For this purpose, bad managers have been changed, new became Muslim indigenous people abolished from unfair tax, the booty for the conquests stopped, sent invitation letters to local administrators to Islam, with Islamic scholars people were informed about Islam. However, short period of Omar b. Abdulaziz, and then the old racist and unjust practices of the Umayyad Caliphate has resulted in the extension of the region's Islamization process.
