Abstract

Neoclassical theory has been criticised by evolutionary economic theorists as it cannot establish a causal link between economic growth and technological advancement. According to evolutionary theorists technological advancement is the engine of economic growth. Innovation systems approach which is constructed on evolutionary theory, argued that firms cannot carry out innovation in isolation; and several factors like economic, social and political ones influence innovation process. Evolutionary economic theory argues that there are various systemic problems in market mechanism prevent firms to develop technology and these problems can be solved only by state intervention. According to evolutionary economic theory states solve these problems by implementing science and technology policy. In addition to systemic problems, the other factor that made science and technology policy more important is globalisation. States struggle to be competitive by implementing science and technology policy in the free market economy. Since globalization contains agricultural sector, it requires to apply science based technology in agricultural sector to be competitive also in this sector and ensure food security. Biotechnology offers important opportunities to be competitive in agricultural sector. For this reason many countries make important investments in biotechnology. In the present study, the agricultural biotechnology sector in Turkey was studied with innovation systems perspective and compared with India. India, as a developing country, made great amount of investments in biotechnology to be competitive in the agricultural sector, and prevailed in this field compared with many other countries. The main reason of Indian success is that India desinged biotechnology-specific policies, and implemented it. Turkey, like India, realized importance of biotechnology. However, in contrast to India, Turkey has not designed and implemented biotechnology-specific policies, hence has not succeded at biotechnology and agricultural biotechnology.

Ekonomik büyüme ile teknolojik gelişme arasında nedensel bir ilişki kuramayan neo klasik teori, evrimci iktisat teorisyenleri tarafından eleştirilmiştir. Evrimci teorisyenlere göre ekonomik büyümenin motoru teknolojik gelişmedir. Evrimci iktisat teorisi üzerine inşa edilen inovasyon sistemleri yaklaşımı ise, firmaların tek başlarına inovasyon gerçekleştiremeyeceklerini ve bu süreçte ekonomik, sosyal ve politik birçok faktörün etkili olduğunu ileri sürmüştür. Evrimci iktisat teorisi, piyasa mekanizmasında sadece devletler tarafından çözülebilecek sistemik problemler olduğunu ve bu problemlerin, firmaların teknoloji geliştirmelerini engellediğini ileri sürmektedir. Evrimci iktisat teorisine göre devletler, bilim ve teknoloji politikalarıyla bu problemleri çözmektedir. Sistematik problemlerin yanında bilim ve teknoloji politikalarının önemini artıran diğer bir faktör de küreselleşmedir. Serbest piyasa ekonomisinde devletler, bilim ve teknoloji politikalarıyla rekabetçi olmaya çalışmaktadır. Küreselleşmenin tarım sektörünü de kapsaması, tarım sektöründe de rekabet edebilmek ve gıda güvenliğini sağlayabilmek için bilim temelli teknolojilerin kullanımını gerektirmiştir. Tarım sektöründe rekabet etmede biyoteknoloji önemli fırsatlar sunmaktadır. Bu nedenle birçok ülke biyoteknolojiye önemli yatırımlar yapmaktadır. Bu çalışmada inovasyon sistemleri çerçevesinde, Türkiyede tarımsal biyoteknoloji sektörü incelenmiştir ve Hindistan ile karşılaştırma yapılmıştır. Gelişmekte olan bir ülke olarak Hindistan, tarım alanında rekabetçi olabilmek için biyoteknolojiye önemli ölçülerde yatırım yapmış ve bu alanda birçok ülkeye göre önemli mesafeler kat etmiştir. Hindistanın bu başarısının nedeni, biyoteknolojiye özgü politikalar belirleyip bunları uygulamış olmasıdır. Hindistan gibi Türkiye de biyoteknolojinin önemini fark etmiştir. Fakat Hindistandan farklı olarak, Türkiye biyoteknolojiye özgü politika tasarlamamış ve uygulamamıştır ve dolaysıyla da biyoteknolojide ve tarımsal biyoteknolojide mesafe kat edememiştir.
