Local governments are public corporations which generates the important and essential element of local management. Power and strength of local governments in a country are directly related to the level of democracy in the mentioned country. Local governments are accepted as important institutions in providing efficiency and effectiveness executing the local services as much as in terms of democracy. In a society, to satisfy the social needs increasing day by day is one of the main objectives of social state. In our country, state performs this social task via both central and local governments. However, globalization and localization facts in Turkey and World in the recent years have featured local governments in social state and municipalities in local governments. Municipalities have become an important actor in serving the society by the task taken on as ?social municipality.In this study, composed of four parts, organization of the public administration and in this respect, local governments have been handled firstly. In the second part, the rise, development and goals of the social policy concept, the role of local governments and central government in the area of social policy and the notion of social municipality and its basic functions have been examined. In the third part, municipality management and structure in Turkey, development of social municipality and legal provisions of municipalities in Turkey have been studied. In the fourth part, 24 social services implementation made by İstanbul city Kağıthane District Municipality in the area of social municipality for the period of 2008 2012 has been investigated.

Yerel yönetimler, bütün ülkelerde kamu yönetiminin önemli ve vazgeçilmez unsurunu meydana getiren kamu tüzel kişileridir. Bir ülkedeki yerel yönetimlerin gücü ve etkinliği, söz konusu ülkedeki demokrasinin düzeyi ile de oldukça ilişkilidir. Yerel yönetimler demokrasi açısından önemli olduğu kadar, yerel hizmetlerin yürütülmesinde verimliliği ve etkinliği sağlamada da önemli kurumlar olarak kabul edilmektedir. Toplumda gün geçtikçe artan sosyal ihtiyaçların karşılanması sosyal devletin ana görevlerinden birisidir. Ülkemizde devlet bu sosyal görevini hem merkezi idare ile hem de yerel yönetimlerle yerine getirmektedir. Ancak son zamanlarda Dünya?da ve Türkiyede yaşanan küreselleşme ve yerelleşme olgusu, sosyal devletin işleyişinde yerel yönetimleri, yerel yönetimler içinde de belediyeleri ön plana çıkarmıştır. Belediyeler üstlenmiş oldukları sosyal belediyecilik anlayışıyla sosyal hizmetlerin topluma sunulmasında, önemli bir aktör haline gelmişlerdir.Dört bölümden oluşan bu çalışmada; ilk olarak kamu yönetiminin örgütlenmesi ve bu bağlamda yerel yönetimler ele alınmıştır. İkinci bölümde ise; sosyal politika kavramının doğuşu, gelişimi, hedefleri, merkezi yönetim ile yerel yönetimlerin sosyal politika alanındaki rolü, sosyal belediyecilik kavramı ve temel işlevleri bağlantıları incelemiştir. Üçüncü bölümde Türkiyede belediye yönetimi, yapısı ve Türkiyede belediyelerde sosyal belediyeciliğin gelişimi ve hukuki dayanakları incelenmiştir. Dördüncü bölümde İstanbul İli Kağıthane İlçe Belediyesi?nin 2008-2012 döneminde sosyal belediyecilik alanında yapmış olduğu 24 sosyal hizmet uygulaması incelenmiştir.
