This work initially, highlights the legal changes that include the process of establishment of the Information and Communication Technologies Authority on the field of technological communication. This paper includes information about the purpose of the Information and Communication Technologies Authority, its legal status, importance in Turkish Administrative Organization and the institution?s administrative organizational structure.At the second part, the paper focuses on the Power to Regulate, Supervision, Authorization, Reconciliation that were given to the Information and Communication Technologies Authority with the 5809 numbered Electronic Communication law. At that part, all of the authorities of the institution are considered in details and information about the procedures and principles regarding the use of these authorities is provided.

Çalışmada ilk olarak, Elektronik Haberleşme alanında yapılan hukuki değişiklikler ele alınmış; bu hukuki değişiklikler kapsamında, Bilgi Teknolojileri ve İletişim Kurumuna gelinen süreç anlatılmıştır. Bilgi Teknolojileri ve İletişim Kurumunun kuruluş amacı, hukuki statüsü, Türk İdari teşkilat içerisindeki yeri ve Kurumun idari teşkilat yapısı hakkında bilgiler verilmiştir.Sonraki bölümlerde, Bilgi Teknolojileri ve İletişim Kurumuna, 5809 sayılı Elektronik Haberleşme Kanunu ile verilen Düzenleme, Denetim, Yetkilendirme ve Uzlaştırma yetkileri üzerinde durulmuştur. Kurumun tüm yetkileri ayrıntılı olarak incelenerek, bu yetkilerin kullanımına ilişkin usul ve esaslar hakkında bilgiler verilmiştir.
