Abstract

Middle East has an important place in the world politics with all the conflict, terror, sectarian and religious wars that have taken place throughout its history. Syria and Lebanon are the two Middle East countries that have a role in determining the policies of this region. Syria, which was a powerful actor in the Middle East politics with the support of the Soviet Union during Cold War, was in quest of allies among Western liberal states in its foreign politics after the termination of the biploar system. The change which started in international politics in the last period of Hafez El Assad rule led to an impasse in Syrian foreign policy at the beginning of the 21st century. The political relationship of Syria with Lebanon, to whose territory Syria has always laid claim, has been affected by this process.This thesis depicts the political relationship of Syria and Lebanon between the years 2000-2010. The purpose of the thesis is to explain the reasons of the change in the foreign policy of Syria towards Lebanon with the shifting international conjuncture and to show how its powerful position in bilateral relations has turned into a reconciliatory and concessive one. There is no doubt that the conciliatory behaviour of Syria has assured the support of the West and has partly reduced the pressure of the USA but compared to the 20th century, its impact on Lebanon is dwindling away.Keywords: Syria, Lebanon, Foreign Policy, Hafez Al Assad, Bashar Al Assad, Rafik Hariri, Lebanon Crisis, Political Assassinations.

Ortadoğu, tarihin her döneminde çatışma, terör, mezhep veya din savaşları ile dünya siyasetinde önemli yere sahip bir coğrafyadır. Suriye ve Lübnan bu bölgenin politikalarının belirlenmesinde rol oynayan iki Ortadoğu ülkesidir. Soğuk Savaş boyunca Sovyetler Birliği'nin desteği ile Ortadoğu politikasında güçlü bir aktör olan Suriye, iki kutuplu sistem sona erdikten sonra Batılı liberal devletler arasında müttefik bulma arayışı içerisine girdi. Hafız Esad iktidarının son dönemlerinde uluslararası siyasette başlayan değişim, 2000'li yıllarda Suriye'nin dış politikasını çıkmazlara sürükledi. Topraklarında daima hak iddia ettiği Lübnan ile siyasi ilişkileri de bu süreçten etkilendi.Bu tez çalışmasında, 2000-2010 yılı arasındaki Suriye-Lübnan siyasi ilişkileri anlatılmaktadır. Tezin amacı, Suriye'nin değişen uluslararası konjonktürle beraber Lübnan'a karşı yürüttüğü dış politikasını değiştirmesinin nedenlerini ve ikili ilişkilerdeki güçlü konumunun uzlaşmacı ve taviz veren tutuma nasıl dönüştüğünü açıklamaktır. Şüphesiz Suriye'nin uzlaşmacı tavrı, Batılı ülkelerin desteğini almasını ve ABD'nin üzerinde oluşturduğu baskıyı kısmen azaltmasını sağladı, ancak Lübnan üzerindeki etkisi 20.yy'a kıyasla giderek azaldı.Anahtar Kelimeler: Suriye, Lübnan, Dış Politika, Hafız Esad, Beşar Esad, Refik Hariri, Lübnan Krizi, Siyasi Suikast.
