Abstract

Dünya ekonomisi yaklaşık son yüzyılda, kapitalist üretim tarzının hakimiyetiyle birlikte çok hızlı bir gelişme göstermiştir. Buna bağlı olarak, kapitalist birikim tarzı, belli bir değer teorisinden beslenmektedir. Bu değer teorisi yani, değer üreten mekanizma, kapitalizmin krizleri ile birlikte dönüşümler gösterebilmektedir ki, Fordist ve Post-Fordist Üretim bu dönüşümün odak noktalarıdır. Bunun dışında dünya ekonomisi ve ulusal ekonomiler, dalgalanmalar da yaşamaktadır. Bu kriz ve dalgalanma dönemleri itibariyle kamu kesimi de etkinliklerini, süreci besleyecek ve devamlılığını temin edecek biçimde dönüşümler geçirmektedir. Özellikle Keynesyen iktisatta da görüldüğü gibi, belli bir aşamada kamu kesiminin etkinlikleri hemen her alanda kendini gösterebilirken, son dönemlerde kamu kesiminin etkinliklerinin formunu değiştirdiği de görülmektedir ki, özelleştirme de bu dönüşüm için gösterebilecek en belirgin örnektir. Kamu kesimi etkinliklerinin dönüşümüne verilen özelleştirme uygulamaları aynı zamanda da sermaye fraksiyonları ve sektörel gelişmelerle de paralel bir ilişki içindedir. Diğer bir deyişle, sermaye birikim sürecini farklı formlarda destekleyen kamu kesimi, özelleştirmeyi de farklı sektörel ve fraksiyonel gelişmelere uyumlu olarak gerçekleştirerek sürekli bir dönüşüm halindedir.

In the last century world economy has grown very fast with the domination of capitalistic production manner. Related to this kind of capitalist accumulation is fed from a value theory. This value theory that is to say value producing mechanism can point out transformations with the capitalism crisis that Fordist and Post-Fordist production is focal point of this transformation. Furthermore world economy and national economies experience floating. Public sector is also experience transformations in order to support their efficiency, process and assure the continuity within this crisis and floating periods. Especially as seen in Keynesian economy in obvious stage public sector effectiveness can show themselves in all areas but at recent periods public sector effectiveness changed its form and also privatization is the clearest example. The privatization practices given to public sector effectiveness transformation are in parallel relation with capital fractions and sector progressions at the same time. In other words, the public sector which is supporting capital accumulation in different forms and also in continuous transformation by making privatizations harmonious with different sector and fractional progressions.
