Driving needs for learning organizations and transforming an existing organization into a learning organization

Abstract

ABSTRACT This study is on learning organizations. Main purpose of the study is to define how existing organizational structures can be transformed into learning organizations. Learning organization is an organization where people continually expand their capacities to reach desired results. Building a learning organization is an important way of gaining competetive advantage in a highly turbulent, global market place. Despite this fact there are still barriers and resistance to learning. Organizational learning is inhibited by defensive routines and existing cultures may constrain change. Here the leader's role is important. Leaders should create favourable conditions for learning in a company. According to Senge, building a learning organization requires implementation of five disciplines; personal mastery, team learning, shared visions, mental models and systems thinking. In order to reshape an existing organizational as a learning one, the principles and practices of learning organization must be implemented on every level of the organization. These principles and practices must become the very culture of the organization. This means that the principles must be enacted for the individual workers of the organization as well as for the management. In order for learning to be understood in organizations, what happens needs to be described and documented. Learning history is the approach and set of techniques for eliciting, capturing, documenting, annd communicating learning organizations. A research has been implemented on learning in Turkish Information Technologies sector. A survey was designed and 40 companies were interviewed. As a result of the research it seems that in some part companies are giving importance to learning, but they should implement new strategies for becoming learning organizations.

oz Bu çalışma öğrenen organizasyonlar konusunda yapılmıştır. Çalışmanın amacı varolan organizasyonel yapılardan öğrenen organizasyona nasıl geçileceğinin tespit edilmesidir. Öğrenen organizasyon, insanların sürekli kendilerini geliştirerek istedikleri sonuçlara ulaşabildikleri bir yapıdır. Bir öğrenen organizasyon inşa etmek, zorlu global pazarlarda yeni bir rekabet avantajı kazanmak demektir. Bunun bilinmesine rağmen halen öğrenme konusunda engeller ve direnme mevcuttur. Organizasyonel öğrenme, savunmacı rutinler ve varolan kültür sebebiyle engellenmektedir. İşte burada liderlerin rolü önem kazanır. Liderler, öğrenmeyi teşvik edici ortamlar yaratmalıdır. Peter Senge'e göre bir organizasyon kurmak için beş disiplinin uygulanması gerekir; kişisel ustalık, takım halinde öğrenme, zihni modeller, paylaşılan vizyon, sistem düşüncesi. Varolan bir organizasyonu, öğrenen organizasyon olarak yeniden şekillendirmek için, öğrenen organizasyon prensipleri organizasyonun her seviyesinde uygulanmalıdır. Bu prensip ve uygulamalar, organizasyonun kültürü haline gelmelidir. Bu da prensiplerin hem çalışanlar hem de yönetim için aktif hale getirilmesi anlamına gelir. Öğrenmenin organizasyon içinde anlaşılması için olaylar tanımlanmalı ve doküman haline getirilmelidir. Öğrenme tarihçesi, organizasyondaki öğrenmeyi yakalayan, doküman haline getiren ve organizasyon içinde iletişimini sağlayan bir yaklaşımdır. Türkiye'de bilgi teknolojileri sektörü ile ilgili bir araştırma yapılmıştır. Bir araştırma anketi düzenlenip, 40 BT firmasıyla görüşme yapılmıştır. Bu araştırmanın sonucu olarak, bir açıdan firmalar öğrenmeye önem vermektedirler, fakat öğrenen organizasyonlar halini almak için yem stratejiler uygulamaln gerekmektedir.
