Abstract

Many tasks of central administration are observed to be transferred to local administrations in the course of 2004 and later where central and local administration relations in Turkey are tried to be re-established within the context of the new public administration concept. One of the tasks which is transferred to local administrations is the social services.This study carries out, within the context of new local administration laws, analysis of existing institutional structure concerning social services in Istanbul and how the reform process functions, and determination of what type of organisational structure is required.The study includes findings and comments regarding the organisational structure and service fields of Istanbul Social Services Provincial Directorate, Istanbul Provincial Special Administration, Istanbul Metropolitan Municipality and of the suburban municipalities. Furthermore, the field research which was carried out in 39 suburban municipalities of Istanbul and opinions of social service executive managers regarding demographic aspects and current social service policies and practices of administrators are included as well.As the outcome of the study, social services in Istanbul are found to have a scattered structure originating from being linked to both central and local administrations, and adequate coordination and cooperation in provision of services could not be established between institutions. Furthermore, the social service perceptions of managers in suburban municipalities are found to differ considerably from person to person and this being due to the professional disciplines from where the managers come. It is also determined that the number of personnel in provision of social services who received training in socials services is rather insufficient and the current structure is not sustainable.

Yeni kamu yönetimi anlayışı kapsamında Türkiye'deki merkezi ve yerel yönetim ilişkilerinin yeniden belirlenmeye çalışıldığı 2004 yılı ve sonrası süreçte, yerel yönetimlere merkezi yönetime ait birçok görevin devredildiği görülmektedir. Yerel yönetimlere devredilen görevlerden biri de sosyal hizmetlerdir.Bu çalışma, yeni yerel yönetim yasaları kapsamında, İstanbul'daki sosyal hizmetlere ilişkin mevcut kurumsal yapının analizini, reform sürecinin nasıl işlediğini ve nasıl bir örgütsel yapılanmaya gereksinim duyulduğunun tespitini gerçekleştirmektedir.Araştırmada İstanbul Sosyal Hizmetler İl Müdürlüğü, İstanbul İl Özel İdaresi, İstanbul Büyükşehir Belediyesi ve ilçe belediyelerinin, örgütsel yapı ve hizmet alanlarına yönelik bulgu ve yorumlar yer almaktadır. Ayrıca İstanbul'da 39 ilçe belediyesinde yapılan alan araştırması ile sosyal hizmetlerin yürütülmesinden sorumlu yöneticilerin demografik özelliklerine, yöneticilerin mevcut sosyal hizmet politika ve uygulamalarına ilişkin görüş ve değerlendirmelerine yer verilmiştir.Araştırmanın sonucunda İstanbul'da sosyal hizmetlerin hem merkezi hem de yerel yönetimlere bağlı olmaktan kaynaklı dağınık bir yapılanmaya sahip olduğu, hizmetlerin sunumunda kurumlar arası koordinasyon ve işbirliğinin yeterince sağlanamadığı tespit edilmiştir. Bunun yanı sıra ilçe belediyelerindeki yöneticilerin sosyal hizmet algılarının önemli ölçüde kişiden kişiye değiştiği ve bu durumun yöneticilerin farklı mesleki disiplinlerden gelmelerinin bir sonucu olduğu görülmüştür. Sosyal hizmetlerin sunumunda sosyal hizmet eğitimi almış personel sayısının oldukça yetersiz kaldığı ve mevcut yapının sürdürülemez olduğu saptaması da yapılmıştır.
