
From the year of 1981 when The Code of Higher Education came into force, untill the year 2012, academics had not receive any payment from performing a jury duty at the processes of assingment of assistant professors, assingment and exams of associate professors and promotion to professorship. They had performed therir duties in exchange of their stantart wages. But the decision of the Arbitration Comitee of Public Officials have rendered this duty to a paid employment. The legislations about the honorarium can be found in the “4688 numbered Code of the Unions of Public Officials and Collective Agreement” and “2547 numbered Code of Higher Education”
2547 sayılı Yüksek Öğretim Kanununun yürürlüğe girdiği 1981 yılından 2012 yılına kadar, öğretim üyeleri; yardımcı doçentliğe atama, doçentlik sınavı ve ataması ile profesörlüğe yükselme aşamalarında görev yaparken bu görevleri nedeniyle her hangi bir ücret alamamaktaydılar. Bu görevlerini maaşların karşılığında doğal görevleri olarak yürümekteydiler. Fakat Kamu Görevlileri Hakem Kurulunun 29.05.2012 tarihinde aldığı bir kararla bu faaliyet ücretli hale getirilmiştir. Ücrete ilişkin düzenlemeler 4688 sayılı “Kamu Görevlileri Sendikaları ve Toplu Sözleşme Kanunu” ile 2547 sayılı Yüksek Öğretim Kanununda bulunabilecektir.
