İnsani Gelişmenin İller Bazında Farklılaşması: Eskişehir Üzerine Bir İnceleme

Abstract

1990 yılından beri, Birleşmiş Milletler Kalkınma Programı (UNDP), çok sayıda ülke için hesaplanmış olan İnsani Gelişme Endeksi'ni (İGE), İnsani Gelişme Raporları (İGR) halinde yıllık olarak yayımlamaktadır. Bu çalışma, insani gelişme endeksini ulusal boyutta ele alarak Türkiye ve Eskişehir özelinde tartışmaktadır. Veriler Türkiye İnsani Gelişme Raporları'ndan elde edilmekte ve sonuçlar da Türkiye'nin diğer illerine ait insani gelişme endeksi değerleriyle karşılaştırılmaktadır. Bu çalışmada, Eskişehir'in Türkiye'deki diğer iller arasındaki İGE sıralamasındaki yerinin son yıllarda olumsuz etkilendiği görülmüştür. Bunun yanında, Eskişehir'in diğer illere göre insani gelişmedeki üst sıralardaki konumunun, İGE'ni oluşturan göstergeler olan uzun yaşam ve iyi yaşam standardından çok eğitim düzeyinden kaynaklandığı saptanmıştır.

Since 1990, the United Nations Development Programme (UNDP) has published and introduced a series of annual Human Development Reports (HDRs) in which the human development index (HDI) is computed for large number of countries. This paper discusses the human development index in national dimension and specially Turkey and Eskişehir. The data from the Human Development Reports of Turkey and the results are compared to other provinces's HDIs of Turkey. We find that Eskişehir's HDI rank affected negatively in addition, Eskişehir's high HDI rank depends on its educational attainment rather then longevity and standard of living which are composed indicators of the HDI.
