El modelo italiano de financiamiento público de las confesiones religiosas: problemas abiertos

Abstract

Controvertido desde su nacimiento, el modelo italiano de financiación pública de los grupos religiosos está —por su naturaleza— reservado a la Iglesia Católica y a las demás confesiones que tengan su relación con el Estado regulada por la ley de acuerdos basados en el artículo 8, 3° coma, de la Constitución. El sistema padece fallos evidentes, puestos de manifesto por la Corte dei Conti en la Deliberación y relación del 26 de octubre 2015, n. 8/2015/G, en la cual se evidencia no solamente la carencia de controles en las diversas fases del manejo del sistema, sino también en el sustancial desinterés de los poderes públicos en la promoción de herramientas dirigidas hacia la orientación de la elección de los contribuyentes a favor del Estado Italiano.
