Abstract

En este artículo realizamos una reconstrucción histórica sobre la labor de la Comisión Argentina para los Refugiados (CAREF) en sus primeras dos décadas de existencia. Analizamos los orígenes vinculados con el radicalismo protestante de las décadas de 1960 y 1970 para, en un segundo momento, centrarnos en los primeros años de trabajo en el contexto del terrorismo de Estado. Luego avanzamos el análisis en los años 80 y la confluencia con el movimiento de derechos humanos, las expectativas de reformas y tensiones propias de la continuidad represiva en diversos planos. Finalmente, exploramos la feminización de la actividad de CAREF con relación al emergente movimiento de mujeres y la postulación del género como una categoría fundamental para la reflexión de la praxis cotidiana.

In this article we carry out a historical reconstruction of the work of the Argentine Commission for Refugees (CAREF) in its first two decades of existence. We analyze the origins linked to the Protestant radicalism of the 1960s and 1970s to, in a second moment, focus on the first years of work in the context of State terrorism. Then we advance the analysis in the 80s and the confluence with the human rights movement, the expectations of reforms and tensions typical of the repressive continuity at various levels. Finally, we explore the feminization of CAREF's activity in relation to the emerging women's movement and the postulation of gender as a fundamental category for the reflection of daily praxis.
