Tendencias mundiales de la gratuidad universitaria: análisis comparado de los modelos de financiamiento

Abstract

En los últimos 30 años los sistemas universitarios vienen transitando algunas tensiones en materia de acceso al nivel a escala global que plantean la necesidad de estudios empíricos y comparativos que sirvan de insumo para reflexionar sobre el tema. En este sentido, la creciente y sostenida demanda social por el ingreso a este nivel educativo, acompañado de la importancia otorgada por los estados nacionales a la inclusión y el acceso al conocimiento y la consecuente necesidad de mayores recursos financieros que permitan sostener estos procesos, han generado diferentes posicionamientos políticos en torno a cómo garantizar el acceso y financiar este nivel educativo a nivel mundial. El objetivo de este artículo es hacer un análisis exploratorio de las particularidades y heterogeneidades que asume el financiamiento universitario en 32 países de los cinco continentes. Esta selección permite hacer un recorrido bien amplio y diverso para reconocer algunas tendencias a escala global. Para esto se desarrolla un análisis en tres escalas: nacional, regional y mundial. En una primera parte dando cuenta de las características regionales y nacionales de estos procesos. Luego se realiza una comparación global planteando un modo de agrupar esta diversidad de procesos de financiamiento.

In the last 30 years, university systems have been going through some tensions in terms of access to the level on a global scale that raise the need for empirical and comparative studies that serve as input to reflect on the subject. In this sense, the growing and sustained social demand for admission to this educational level, accompanied by the importance given by national states to inclusion and access to knowledge and the consequent need for greater financial resources to sustain these processes, have generated different political positions around how to guarantee access and finance this level of education worldwide. The objective of this article is to make an exploratory analysis of the particularities and heterogeneities that university financing assumes in 32 countries on five continents. This selection allows a very broad and diverse tour to recognize some trends on a global scale. For this, an analysis is developed on three scales: national, regional and global. In a first part giving account of the regional and national characteristics of these processes. Then, a global comparison is made, proposing a way to group this diversity of financing processes.
