Abstract

Este artículo explora las formas de conceptualizar la privación y el privilegio por parte de jóvenes de clases medias altas. Desde un enfoque cualitativo, analiza las valoraciones de estudiantes de escuela secundaria de La Plata (Provincia de Buenos Aires, Argentina) sobre el Programa Conectar Igualdad 8PCI), como modo de comprender el estatus que le otorgan a las desigualdades relativas a la apropiación de tecnologías digitales. A partir del análisis realizado, identificamos que, en las valoraciones sobre el PCI por parte de jóvenes de clases medias altas, se articulan diversos elementos: nociones sobre las tecnologías digitales y sus potencialidades, concepciones sobre la intervención del Estado en los problemas sociales, discusiones acerca del alcance de las políticas públicas, y juicios valorativos sobre los receptores del programa y su capacidad de agencia. Además, éstas valoraciones se edifican sobre la base de posicionamientos respecto al contexto político argentino en que se implementó el programa. Al analizar conjuntamente estos diversos factores, el artículo contribuye a iluminar el carácter multidimensional de la recepción de las políticas públicas.

In this paper we analyze how teenagers from the upper-middle class understand privilege and deprivation. In order to understand how they value access and use of digital technologies and their views on inequalities, we interviewed high school students from La Plata (Buenos Aires province, Argentina) and asked them their opinions on Programa Conectar Igualdad. Our findings show that young people have different opinions on Connecting Equality Programme and the people who benefit from it. While some value positively the Programme, others consider it to be a waste of money and an inefficient strategy to diminish inequalities. Youth opinions are linked to how they value digital technologies in their own lives but are also linked to with their opinions and expectations on public policies and politicians. Finally, this paper aims to contribute to the study of public policies by highlighting the multiple ways in which they are received by different people.

Este artigo analisa as formas em que jovens de classe média alta entendem privaçao e privilégio associado com tecnologias digitais. Em particular, explora as avaliaçoes desses jovens sobre o Programa Conectar Igualdade (PCI), como uma maneira de entender o status que dar as desigualdades em matéria de acesso e utilizaçao de tecnologias digitais. Para isso, desenvolvemos uma metodologia qualitativa, baseada na abordagem biográfica e entrevistou 27 estudantes do ensino médio de La Plata (Buenos Aires, Argentina). Os resultados mostram que existem apreciaçoes contraditórias do PCI e os receptores dos mesmos, no entanto, coexistem e se sobrepoem nas perspectivas de jovens classes médias superiores. Estas avaliaçoes sao atravessados por tanto conspiraçao política Argentina, como valores de vários delegados em tecnologias digitais e seu potencial.
