Abstract

El Sistema de Indicadores sobre Marginaciones Sociales (SIMASOC), desarrollado en el marco del Programa PIUBAMAS de la UBA, se propone como un mecanismo para el monitoreo desde la academia y a partir de un enfoque de derechos humanos, de las políticas públicas y situaciones sociales, económicas y culturales que inciden en la producción y reproducción de las marginaciones sociales. El SIMASOC se basa en un conjunto de indicadores seleccionados de sistemas de indicadores internacionales, tales como el Mecanismo de Monitoreo del Protocolo de San Salvador, los Objetivos de Desarrollo Sostenible(ODS), el Consenso de Montevideo y el Mecanismo de Seguimiento de la Convención de Belém do Pará (MESECVI). El sistema, en esta primera fase, se conforma por seis dimensiones temáticas: pobreza, violencias, educación, trabajo, seguridad social y salud; las cuales se cruzan por ejes transversales a partir de las desagregaciones (género, niñez y adolescencia, personas mayores, migrantes y solicitantes de asilo). Para cada indicador de referencia se definieron diversos indicadores específicos y fuentes de referencia, formando un entramado de información que, en conjunto, resulta elocuente para el monitoreo de las marginaciones sociales.

The System of Indicators on Social Marginalization (SIMASOC), developed within the framework of the PIUBAMAS Program of the UBA, is proposed as a mechanism for monitoring public policies and social, economic and cultural situations that affect the production and reproduction of social marginalization from the academia and from a human rights approach. SIMASOC is based on a set of indicators from international indicator systems, such as the Monitoring Mechanism of the San Salvador Protocol, the Sustainable Development Goals (SDGs), the Montevideo Consensus and the Follow-up Mechanism of the Belém do Pará Convention (MESECVI). The system, in this first phase, is made up of six thematic dimensions: poverty, violence, education, work, social security and health; which are crossed by transversal axes based on different disaggregations (gender, children and adolescents, older people, migrants and asylum seekers). For each reference indicator, several specific indicators and sources were defined, forming a network of information that, as a whole, is eloquent for monitoring social marginalization.
