La huelga de estibadorxs de Ingeniero White (Bahía Blanca) hacia mediados de la década de 1960

Abstract

The event to be reconstructed refers to the 1966 port conflict that occurred within the framework of the “rationalizing” policies of the Onganía government. The government initiative sought to “technify” the operation of the national port system whose most palpable social consequence was the reduction in the mass of stevedores. This port “technification” responded to the continental boom of developmental policies that tended to increase labor productivity. After a long process the 1966 port strike culminated in a defeat that marked the beginning of the end of an union that had been vanguard in the origins of the labor movement. Even though the conflict was of national reach, in this research we will focus on what happened in one of the ports of the southeast of Buenos Aires: Bahía Blanca – Ing. White. The emergence of the strikebreakers will be one of the central nodes of our analysis.

Se analiza el conflicto portuario de 1966 ocurrido en el marco de las políticas “racionalizadoras” del gobierno de Onganía. La iniciativa gubernamental buscaba “tecnificar” la operatoria del sistema portuario nacional cuya consecuencia social más palpable era la reducción en la masa de estibadorxs. Esta “tecnificación” respondía al auge continental de políticas desarrollistas que tendían a incrementar la productividad del trabajo. Después de un largo proceso, la huelga portuaria de 1966 culminó con una derrota que significó el comienzo del fin de un gremio que había sido vanguardia en los orígenes del movimiento obrero. Si bien el conflicto tuvo alcance nacional, en esta pesquisa nos centraremos en lo ocurrido en uno de los puertos del sudeste bonaerense: Bahía Blanca - Ing. White. La emergencia de lxs rompehuelgas será uno de los nodos centrales de nuestro análisis.
