De la universalidad al equilibrio

Abstract

Hist?ricamente se acepta que el sistema europeo de balance de poder se inicia en la centuria XVII, del colapso final a las aspiraciones medievales a la universalidad: concepto del viejo orden mundial, que pretend?a mezclar las tradiciones del Imperio Romano y la iglesia cat?lica. El mundo estaba concebido como un espejo de los cielos; en la misma forma que Dios rige en los cielos, as? el Emperador rige sobre el mundo secular y el Papa sobre la iglesia universal. En este esp?ritu, los estados de Alemania y el norte de Italia se agruparon bajo la regencia del Sacro Emperador Romano. En la XVII centuria, este imperio ten?a el potencial dominio de Europa, Francia, cuyas fronteras estaban lo suficientemente lejos del r?o Rhin y Gran Breta?a, que era un estado perif?rico, no estaban sujetos a ?l. Durante el per?odo medieval, el Sacro Imperio Romano no logr? un grado significativo de control central. Una raz?n fue la carencia de adecuados sistemas de transporte y comunicaciones, haciendo dif?cil la vinculaci?n de territorios tan extensos. Pero el argumento m?s importante era que, en el Sacro Imperio, hab?a un control separado de la iglesia y el gobierno. A diferencia de los faraones y los c?sares, el Sacro Emperador Romano no detentaba los divinos atributos. Tambi?n, a diferencia de la Europa Occidental, las regiones gobernadas por la iglesia oriental, religi?n y gobierno estaban unidos y los acontecimientos claves estaban sujetos al gobierno central; pero, en los pa?ses occidentales, la autoridad demandada por el cristianismo occidental como materia de derecho, no fue aceptada.
