Kompetanseutvikling i dynamiske prosjektmiljøer

Abstract

Project-based organizations play a central role in many industries. Due to the temporary nature of projects, these organizations face particular challenges related to continuous learning and competence development. This study explores how competence is developed in a project-based organization, and the role that frontline managers and organizational structure play in supporting such processes. The thesis is based on the case study of ByggNord and addresses the following research question: How can continuous competence development be facilitated in a project-based organization? The study is based on qualitative in-depth interviews with frontline managers and analyzes the findings in light of relevant theories, including dynamic capabilities, knowledge-sharing mechanisms, and organizational slack. The findings show that competence development requires a supportive organizational culture, psychological safety, and arenas for sharing tacit knowledge. In this context, the ability of managers to create space for reflection, trust, and learning emerges as a key factor. The concepts of organizational slack and dynamic competence leadership are particularly relevant for understanding why flexibility and “room to fail” are important for learning in projects. At the same time, time pressure and lack of resources appear as significant barriers. Finally, the concept of ambidexterity highlights the tension between short-term project goals and long-term development. Turner’s model of project-based ambidexterity offers insight into how specific leadership behaviors can support continuous learning.

Prosjektbaserte organisasjoner spiller en sentral rolle i mange bransjer. På grunn av prosjektenes midlertidige natur, står disse organisasjonene overfor særlige utfordringer knyttet til kontinuerlig læring og kompetanseutvikling. I denne studien undersøker vi hvordan kompetanse utvikles i en prosjektbasert organisasjon og hvilken rolle førstelinjeledere og organisasjonsstruktur spiller for å støtte slike prosesser. Oppgaven tar utgangspunkt i casestudien ByggNord og undersøker følgende problemstilling: Hvordan kan det legges til rette for kontinuerlig kompetanseutvikling i en prosjektbasert organisasjon? Studien bygger på kvalitative dybdeintervjuer med førstelinjeledere og analyserer resultatene i lys av relevante teorier, deriblant dynamiske kapabiliteter, kunnskapsstyringsmekanismer og organisatorisk handlingsrom. Funnene viser at kompetanseutvikling forutsetter en støttende organisasjonskultur, psykologisk trygghet og praktiske arenaer for deling av taus kunnskap. I denne sammenhengen fremstår lederes evne til å skape rom for refleksjon, tillit og læring som viktige faktorer. Begrepene organisatorisk handlingsrom og dynamisk kompetanseledelse blir særlig relevante for å forstå hvorfor fleksibilitet og «rom for å feile» er viktig for læring i prosjekter. Samtidig fremstår tidspress og mangel på ressurser som sentrale barrierer. Til slutt belyser tvehendighet spenningen mellom kortsiktige prosjektmål og langsiktig utvikling, og Turners modell for prosjektbasert tvehendighet gir innsikt i hvordan spesifikke lederhandlinger kan støtte kontinuerlig læring.
