Abstract

Denne oppgaven utforsker hvilke perspektiver miljøterapeuter har på barns medvirkning i barnevernsinstitusjoner, og hvordan disse påvirker barnets mulighet for reell innflytelse. Bakgrunnen for oppgaven er et ønske om å forstå barnevernsinstitusjonsansattes tilrettelegging for ungdommers medvirkning. Problemstillingen ble som følger: Hvilke perspektiver har miljøterapeuter på barnevernsinstitusjoner om barns medvirkning, og hvordan påvirker deres forståelser barnets mulighet til reell innflytelse? Gjennom en litteraturstudie belyses ulike tanker om barnet og hvordan miljøterapeuter ser på barns medvirkning. Litteraturfunnene gir innsikt i hvordan barns medvirkning utøves i praksis. Funnene drøftes opp mot problemstillingen. Oppgaven undersøker hvordan miljøterapeuters forståelse av barns medvirkning henger sammen med medvirkning i praksis. Oppgaven viser hvordan skjønnsutøvelse, omsorgsansvar og institusjonelle rammer former medvirkningen. I drøfting av teori og litteraturfunn finner oppgaven at medvirkning beror på skjønnsutøvelse. Profesjonsutøveren har derfor et stort ansvar for at barns medvirkning gjennomføres i praksis. Miljøterapeutens perspektiver og forståelser vil påvirke beslutningsprosesser og stiller derfor høye krav til miljøterapeutens refleksjoner og vurderinger. Oppgaven finner også at omsorgsansvaret kan nedprioritere barnets stemme i beslutninger, særlig i behandlingsinstitusjoner. Til sist viser oppgaven at barns medvirkning ikke er synonymt med reell innflytelse på beslutninger, noe som både problematiseres og forklares. Oppgaven går dypere inn i medvirkningsbegrepet og drøfter profesjonsutøverens rolle og påvirkning i barnets medvirkning.

This thesis explores perspectives of the social environmental workers employed in child welfare institutions regarding children's participation, and how these perspectives influence the child’s opportunity for legitimate influence in decisions. The study discusses social environmental workers and the caregiving responsibility it entails. The purpose of the thesis is to understand how workers in child welfare institutions facilitate youth participation. The research question is as follows: What perspectives do social environmental workers in child welfare institutions have on children's participation, and how do their understandings affect the child's opportunity for real influence? Through a literature review, the thesis highlights how discretion, caregiving responsibilities, and institutional structures affect participation practices. The findings show how use of discretion makes participation dependent on the individual worker, placing high demands on the social environmental workers reflection and professional values. Furthermore, the thesis shows how caregiving responsibilities are often prioritized over the child’s opinion, especially in treatment facilities. Lastly, the study shows that participation does not always entail real influence in decisions, which can be both challenging and helpful. The thesis contributes a deeper understanding of the complexity of children’s participation and underscores the importance of professional awareness and reflection in social environmental work.
