Portugal e a Primeira Guerra Mundial

Abstract

A participação de Portugal na 1.ª Guerra Mundial não foi uma consequência imediata da aliança luso-británica e não ocorreu no início do conflito, antes pelo contrário: o Governo de Londres solicitou, logo em Agosto de 1914, que Lisboa se declarasse «não beligerante e não neutral». Assim, pode afirmar-se hoje, com toda a segurança, que a declaração de guerra da Alemanha a Portugal, em 9 de Março de 1916, resultou essencialmente de uma manobra da diplomacia portuguesa para servir simultaneamente objectivos nacionais de ordem externa e interna. Quanto aos primeiros, podemos identificar: a necessidade de garantir a manutenção dos territórios ultramarinos, em especial os africanos; o desejo de assegurar a independência na Península Ibérica; a intenção de reduzir a dependência político-diplomática relativamente à Inglaterra. Quanto aos segundos, reconhece-se: a necessidade de, por um lado, gerar coesão nacional e consolidar o regime republicano recentemente proclamado e, por outro, limitar, dentro do possível, a crise económica, em especial alimentar, conseguindo, até, um aumento da produção e exportação de certos produtos.
