EL DESARROLLO COOPERATIVISTA EN LOS PESCADORES ARTESANALES DEL GOLFO DE NICOYA, COSTA RICA

Abstract

A comienzos de la década de los setenta el gobierno de Costa Rica en colaboración con algunas agencias internacionales se propusieron mejorar el nivel de vida de los pescadores artesanales del Golfo de Nicoya. Estos esfuerzos se canalizaron por medio de la implementación de organizaciones cooperativistas en varias comunidades de esta región. Este artículo examina algunos de los intentos realizados en algunas de las comunidades. Las estrategias utilizadas, los problemas detectados y los resultados en dos cooperativas COOPEPES y COOCOPECO son analizados. El análisis de estos intentos demuestra que la causa principal de los fracasos experimentados por algunas cooperativas pesqueras se debe a que los programas de desarrollo no eran compatibles con las características socio-culturales de las comunidades en que dichos programas fueron implementados.

In the early 1970s, the government of Costa Rica, in collaboration with some international agencies, set out to improve the standard of living of artisanal fishermen in the Gulf of Nicoya. These efforts were channeled through the implementation of cooperative organizations in various communities in this region. This article examines some of the attempts made in some of the communities. The strategies used, the problems detected and the results in two cooperatives COOPEPES and COOCOPECO are analyzed. The analysis of these attempts shows that the main cause of the failures experienced by some fishing cooperatives is due to the fact that the development programs were not compatible with the socio-cultural characteristics of the communities in which these programs were implemented.

No início da década de 1970, o governo da Costa Rica, em colaboração com algumas agências internacionais, começou a melhorar o padrão de vida dos pescadores artesanais no Golfo de Nicoya. Esses esforços foram canalizados por meio da implantação de organizações cooperativas em diversas comunidades da região. Este artigo examina algumas das tentativas feitas em algumas das comunidades. São analisadas as estratégias utilizadas, os problemas detectados e os resultados em duas cooperativas COOPEPES e COOCOPECO. A análise dessas tentativas mostra que a principal causa dos insucessos vivenciados por algumas cooperativas de pesca se deve ao fato de os programas de fomento não serem compatíveis com as características socioculturais das comunidades onde esses programas foram implantados.
