La industria maquiladora hondureña de textiles y vestido post acuerdo textiles y vestido: Estrategias y resultados

Abstract

Esta investigación analiza la industria maquiladora hondureña de textil vestido una vez finalizado el Acuerdo Textil Vestido (ATV). Para ello se resalta el escalonamiento industrial (upgrading) logrado por esta, lo que ha conllevado a una mayor integración de procesos productivos en el ámbito local; adicionalmente se describen los principales factores comparativos y competitivos, que han propiciado que el país se haya convertido en uno de los principales proveedores de prendas de vestir en el mercado estadounidense. Como complemento a lo anterior, se describen y analizan las estrategias empresariales, a nivel macro y micro, que el sector ha tomado como respuesta al cambio en los patrones de comercio internacional de prendas de vestir. Al final, sabiendo que el desempeño de la empresa se ve también influido por factores exógenos a esta, se estudian los principales factores internos y externos que influyen de manera positiva y negativa en el desempeño de las empresas bajo la modalidad de estudios de caso. A partir de los componentes anteriores, se sugieren medidas de política económica tendientes a mejorar el desempeño competitivo de tan importante sector para la economía hondureña. Particularmente, se recomiendan cambios en la política laboral, política cambiaria, política de competencia, política macroeconómica, política energética entre otras siendo la más importante la creación de una institución a nivel intermedio.

The research aims to analyze the Honduran textile and apparel industry, in the new pattern of commerce in the main textile and apparel market United States of America with the end of Agreement of Textile and Clothing (ATC). First focusing in suggest industrial upgrading, what implies more production processes realized in the country. Afterwards describes the main comparative and competitive factors that contribute to build the Honduran Apparel and Textile Industry and; to be positioned like one of the main suppliers for the US market. Thereby we describe the main micro and macro strategies, that the enterprises and industry and had taken respectably, as result of the new pattern trade influenced by ATC finish. At the end reckoning that the company output is a result of a mixture of endogenous and exogenous factors; we describe the main internal and external factors that affect in positive and negative way, the results of the activities of case focus enterprises. Based in the results we suggest an economic policy that tends to improve in the competitiveness development in this important sector to the Honduran economy.
