ORGANIZACION COMUNAL Y LA PARTICIPACION POPULAR EN COSTA RICA

Abstract

Los costarricenses somos solidarios por naturaleza, es notable entre nosotros un gran movimiento de unidad frente a los problemas. Desde la primera mitad del siglo pasado se conocen manifestaciones organizativas con características comunales, orientadas a solventar problemas comunes -caso de las Juntas de Caridad, 1836-. Los orígenes de la organización comunal, sin embargo, tal y como la conocemos hoy, los encontramos a principios de la década de los años 20 de nuestro siglo. En 1920, don Julio Acosta, alarmado por la grave problemática de higiene y salud en nuestro país, decretó la creación de las Juntas Sanitarias Patrióticas, con la intención de contar con apoyo popular para solventar los anteriores problemas. La comunidad, estimulada por el decreto y con miras a unirse frente a la variada problemática,formó numerosas organizaciones comunales, que no sólo pretendían luchar por los problemas de higiene y salud, sino contra toda la gama de problemas sociales que afectaba la población de la época
