Abstract

RESUMEN: Actualmente, España, al igual que otros países desarrollados, se enfrenta a serios problemas de sostenibilidad del sistema público de pensiones de reparto. El aumento de la esperanza de vida y las bajas tasas de fecundidad son algunas de las causas de los desequilibrios del sistema previstos para los próximos años. Con el fin de reducir estos problemas, en los últimos años se han llevado a cabo varias reformas. Además de esto, una peculiaridad del sistema de pensiones en España es la existencia de una elevada heterogeneidad en las rentabilidades que los individuos perciben del mismo. En este trabajo se analiza la reforma llevada a cabo en el año 2011. Los principales cambios que introduce son el aumento del número de años considerados para calcular la base reguladora, el aumento de la edad de jubilación y el incremento del número de años necesarios para percibir el 100% de la pensión. En concreto, en este trabajo de fin de grado se estudia el impacto que dicha reforma tiene sobre las tasas internas de rendimiento (TIR) de los individuos. Debido a la heterogeneidad existente en las historias laborales de los individuos, a partir de las altas registradas en la Muestra Continua de Vidas Laborales de 2008 se estudian varios individuos “tipo” clasificados en función del percentil de años cotizados y del género. El objetivo final es analizar si esta reforma ha conseguido reducir la heterogeneidad en las rentabilidades de los individuos representativos considerados. Además, se quiere estudiar si esta reforma favorece la sostenibilidad del sistema de pensiones utilizando para ello la condición de sostenibilidad de Samuelson (1958).

ABSTRACT: Nowadays, in Spain, like in many other developed countries, the pay-as-you-go public pension system faces serious problems of sustainability. Increasing life expectancy together with low fertility rates are important driving forces of such evolution. To reduce these problems, there have been several recent reforms of the pension system rules. Besides the problem of long-term unsustainability one important feature of the Spanish public pension system is the substantial heterogeneity in the rates of return of individuals. The aim of this undergraduate thesis is analyzing the 2011 reform which (i) raises the number of years used in calculating the “base reguladora”, (ii) raises the retirement age and (iii) raises the number of years required to achieve 100% of the pension. Thus, it is studied the impact of this reform on the Internal Rate of Return of the individuals. Due to the heterogeneity in the labour life cycle profiles of individuals, we use data of the new pension claimers in 2008 from the “Muestra Continua de Vidas Laborales”. Several representative individuals are considered according to the percentile of number of years of contribution and gender. The final goal of this undergraduate thesis is to analyze whether this reform has reduced the heterogeneity in returns of the representative individuals. Furthermore, its effect on sustainability is analyzed using the sustainability condition stated by Samuelson (1958).
