Abstract

RESUMEN. La reestructuración del sector productor de leche de Cantabria durante el período 1990-2011 ha sido intensa en el marco del régimen de cuotas, pero aún inconclusa. La producción está esencialmente en las explotaciones con 300.000 y más kilos de cuota. Resalta el progreso espectacular de la calidad higiénica de la leche y el escaso en la físico-química. El sistema productivo, muy intensivo, ha evolucionado hacia un esquema de alta producción-alto coste, difícil de mantener en la situación de volatilidad de precios de la leche y, sobre todo, de los medios de producción (piensos, energía). La obligada competitividad, a que fuerza el mantenimiento del sólido potencial productivo de la región, más la supresión de las cuotas lecheras en 2015, exigen un reflexivo análisis sobre la viabilidad del modelo a medio plazo, para atenuar su excesiva dependencia de las compras de piensos fuera de la explotación mediante un riguroso control de costes, en particular de alimentación, y una mayor producción aprovechando todos los recursos disponibles y mínimas inversiones, con particular atención al incremento de superficies, más por arrendamiento que por compra, lo que incidirá favorablemente en la cuantía de los pagos directos por superficie previstos en la próxima reforma de la PAC.

ABSTRACT. The restructuring of the sector producing milk during the period 1990-2011 in Cantabria has been intense under the quota system, but still unfinished. Production is mainly on farms with more 300,000 kilos. Highlight the spectacular progress of the hygienic quality of milk and low in chemical. The production system, very intensive, has evolved into a pattern of high production-high cost, difficult to maintain in the situation of volatile milk prices and above all, the means of production (feed, energy). The competitiveness required to maintain the strong force production potential of the region, over the abolition of milk quotas in 2015, requires a thoughtful analysis of the model's viability in the medium term to reduce its excessive dependence on feed purchases out of the farm through a rigorous cost control, including feeding, and higher production utilizing all available resources and minimal investment, with particular attention to improving surfaces, rather tan lease purchase which will impact favorably the amount of direct area payments under the forthcoming reform.
