Abstract

This paper addresses the impact of the COVID-19 crisis on cyberspace,compiling and critically evaluaáng existing studies on the vulnerability of ciázens andsocieáes in virtual space, as demonstrated by the figures for cybercrime victimizationand the lack of effecáveness of criminal law. In this regard, it is suggested that duringthe pandemic vulnerabilities have increased and cybercriminals have adapted to the newopportuniáes of the COVID-19 context, which has increased the number of cybercrimes.On the other hand, at the social leve!, COVID-19 has caused a critica! socio-economicsituaáon that generates poverty and inequality. These factors contribute to the digitalgap that has, and will continue to have, serious effects on countries and the world. Grea-ter social responsibility of ciázens, companies and public administrations is required tocombat this scourge and acávate digitizaáon strategies at all levels -especially education-that, in addition, are linked to individual and social responsibility to combat the digitalgap and cyber acáons through individual and institutional cybersecurity acáons. TheUniversity must be a training insátution in digital skills, value training in cyberspaceand cybersecurity. ste trabajo aborda el impacto de la crisis de la COVID-19 en el ciberespacio,recopilando y valorando críácamente estudios existentes sobre la vulnerabilidad de losciudadanos y de las sociedades en el espacio virtual, como demuestran las cifras de vicá-mización de ciberdelitos y la escasa eficacia del Derecho penal. Al respecto se plantea quedurante la pandemia han aumentado las vulnerabilidades y los ciberdelincuentes se hanadaptado a las nuevas oportunidades del contexto COVID-19, lo que ha incrementado elnúmero de ciberdelitos. Por otra parte, a nivel social la COVID-19 ha provocado una críá-ca situación socio-económica que genera pobreza y desigualdad. Estos factores colaboranen la brecha digital que áene, y seguirá teniendo, graves efectos en los países y en el mundo.Se precisa una mayor responsabilidad social de ciudadanos, empresas y administracionespúblicas para combaár esta lacra y acávar estrategias de digitalización en todos los niveles-especialmente el educaávo- que, además, vayan unidas a una responsabilidad individual ysocial para combaár la brecha digital y las ciberamenazas a través de acciones individualese insátucionales de ciberseguridad. La Universidad debe ser una insátución formaáva encompetencias digitales, formación de valores en el ciberespacio y ciberseguridad.
