Abstract

Este trabajo tiene como objetivo explorar los recursos con los que cuenta la élite política y cómo estos influyen en los patrones de carrera que desarrollan. Partiendo de la hipótesis de que el tipo de capital poseído condiciona las oportunidades y decisiones de carrera, se asume que los recursos disponibles influyen en que los políticos desarrollen su carrera en un solo ámbito territorial o se muevan entre niveles. En concreto, esta investigación toma como unidades de observación a alcaldes de las ciudades más pobladas de cada entidad territorial en sistemas multinivel y plantea que la esfera local constituye un fin en sí mismo en la carrera, apuntando a un proceso de reinversión de capital político para el mantenimiento de la posición dominante de los alcaldes en el escenario municipal. A partir de una revisión de la literatura sobre capital político y mediante una base de datos original, el trabajo aporta evidencia empírica sobre los tipos de capital que están más y menos presentes en el desarrollo de diferentes tipos de carreras políticas en el ámbito local en sistemas multinivel con distintos grados de descentralización.

The aim of this paper is to explore the resources available to the political elite and how these influence the career patterns they develop. Based on the hypothesis that the type of capital possessed conditions career opportunities and decisions, it is assumed that the resources available influence whether politicians develop their careers in a single territorial sphere or move between levels. Specifically, this research takes as observation units mayors of the most populated cities in each territorial entity in multilevel systems and proposes that the local sphere constitutes an end in itself in the career, pointing to a process of reinvestment of political capital for the maintenance of the mayors' dominant position in the municipal scenario. Based on a review of the literature on political capital and using an original database, the paper provides empirical evidence on the types of capital that are more and less present in the development of different types of political careers at the local level in multilevel systems, with varying degrees of decentralisation.
