El absentismo escolar en el estado español

Abstract

En el presente estudio de investigación se ha pretendido realizar un itinerario normativo sobre la regulación del absentismo escolar en las diferentes administraciones del Estado español. A modo de introducción conceptual se tratan las definiciones diversas, tipologías y causas sobre el absentismo escolar tanto por autores y autoras como por la normativa española. En las leyes del y de la Menor existe un intento de regulación de este fenómeno, abordando la escolaridad obligatoria, el deber de asistencia del alumnado y el absentismo escolar. Es en la normativa sobre los Planes de absentismo escolar autonómicos donde se regula completamente el absentismo escolar. Se indican sus objetivos, formas de control de ausencias, intervenciones, estructuras de cooperación, evaluación de las actuaciones y se aportan anexos, que facilitan la recopilación de datos y la coordinación entre profesionales. Finalmente, la investigación aporta un estudio estadístico basado en los datos de un programa municipal de absentismo escolar.

In the present research study it has been tried to carry out a regulatory itinerary on the regulation of school absenteeism in the different administration of the spanish State. As a conceptual introduction, the various definitions, typologies and causes of truancy are dealt with both by the authors and spanish regulations. In the laws of Childhood is there an attempt to regulate this phenomenon by adressing compulsory schooling and control of class attendance. Autonomous education laws pay attention to compulsory schooling, the duty of student attendance and school absenteeism. It is in the regulations on regional school absenteeism Plans, where truancy is fully regulated. They indicate objectives, types of control of absences, stuctures of cooperation and evaluation of the actions, as well as annexes that facilitate the collection of data and coordinación between professionals. Finally, the research provides a statistical study based on data of a municipal absenteeism program.
