El tráfico ilícito de bienes culturales y el conflicto armado: la reacción de las Naciones Unidaas

Abstract

El expolio de bienes culturales y su desvío hacia el mercado negro es una constante en aquellos escenarios de conflictos armados como Iraq, Siria o Libia, es decir, en los países en los que las instituciones culturales del Estado han desaparecido o se han mostrado incapaces de desarrollar su tutela de aquellos bienes por la situación de violencia en que se encuentran inmersos. Es de sobra conocida la situación provocada a este respecto en Iraq, en constante conflicto desde la guerra de 1991 hasta estos momentos, y que ha dañado gravemente su patrimonio cultural, al constituirse el expolio en una forma de subsistencia de poblaciones desfavorecidas, además de en un recurso de las organizaciones ilegales dedicadas al tráfico ilícito de bienes culturales. En efecto, como advierten Russel Howard, Marc Elliot y Jonathan Prohov, «after the First Gulf War, looting ancient treasures became a significant source of illicit revenue for impoverished tribal groups and revitalizad criminal smuggling networks that specialized in antiquities.
