Vulnerabilidad estructural en la vejez: lecciones de la DANA de 2024 en la Comunidad Valenciana

Abstract

Este capítulo examina la sobremortalidad de personas mayores durante la DANA (Depresión Aislada en Niveles Altos) del 29 de octubre de 2024 en la Comunidad Valenciana, abordando cómo la edad, combinada con factores estructurales e institucionales, incrementa la vulnerabilidad frente a eventos climáticos extremos. A través de un enfoque interseccional y basado en el análisis de datos oficiales y literatura científica reciente, se argumenta que la alta mortalidad no fue un fenómeno inevitable ni meramente biológico, sino resultado de omisiones en los sistemas de alerta, evacuación y protección institucional. La investigación pone de relieve la necesidad urgente de incorporar la longevidad como eje transversal en las políticas de gestión del riesgo, superando enfoques asistencialistas o biomédicos. Se propone una gobernanza inclusiva que reconozca la diversidad funcional, promueva la participación activa de las personas mayores y fortalezca la resiliencia comunitaria ante futuras crisis climáticas. ABSTRACT: This chapter analyzes the excess mortality of older adults during the October 29, 2024 DANA (Isolated Depression at High Levels) in Spain's Valencian Community, examining how age, combined with structural and institutional factors, increases vulnerability to extreme weather events. Using an intersectional framework and drawing on official data and recent scientific literature, the chapter argues that the elevated death toll was neither inevitable nor purely biological but rather a consequence of systemic gaps in alert, evacuation, and institutional protection mechanisms. The study highlights the urgent need to mainstream ageing in risk management policies, moving beyond biomedical or paternalistic approaches. It advocates for inclusive disaster governance that acknowledges functional diversity, promotes active participation of older adults, and strengthens community resilience in the face of future climate crises.
